Baggage rules amended for lowering cash limit for outbound passengers
KARACHI: Federal Board of Revenue (FBR) on Wednesday notified draft rules to amend Baggage Rules for lowering cash limit for outbound passengers.
The FBR issued SRO 2043(I)/2022 to make amendments in the Baggage Rules, 2006. The cash limit has been lowered to $5,000 per person per visit from $10,000.

According to the proposed rules, any persons travelling abroad (except to Afghanistan) is allowed to take out of Pakistan US Dollar or equivalent thereof in other foreign currencies as per the limits given below:
The cash limit per visit per person shall be $5,000 for a person 18 years and above (adults). The annual limit per person shall be $30,000.
The cash limit per visit per person shall be $2,500 for a person below 18 years (minors). The annual limit per person shall be $15,000.

The FBR further said that foreign currency cash limit for passengers travelling to Afghanistan will be: maximum limit per person per visit shall be $1,000. The annual limit per person shall be $6,000.
The FBR introduced further amendments to the Baggage Rules, according to which the annual limits for outbound passengers for the respective countries will be as per Tables ‘A’ and ‘B’ for a calendar year starting from the year 2023.
However, for calendar year 2022, the existing annual limits in vogue before the issuance of this notification will continue to be effective till December 31, 2022.

Any person taking foreign currency or any other prohibited or restricted item out of Pakistan shall file a declaration in the tbiin as set out in Appendix-C, before or at the time of departure, electronically in the WeBOC or pass track or manually at the airport.
The incoming passenger when in possession of foreign currency exceeding US $ 10,000 or equivalent, or any other prohibited or restricted item, shall also file a declaration in the Form as set out in Appendix-C.”; and (3) in Appendix “C”, for the DECLARATION, the following shall be substituted, namely:-
“DECLARATION
Are you carrying any of the following goods?
(a) Prohibited or restricted goods such as arms & ammunitions, narcotics, psychotropic substances or satellite phones etc.?
(b) Gold and precious metals, jewelry, precious or semi-precious stones.

(c) Foreign currency in US $/ Bearer Negotiable Instrument or equivalent:
1. For outbound passengers to all countries taking out foreign currencies; and
2. Incoming passengers bringing into Pakistan amount exceeding US $ 10,000 or equivalent.
Any other items requiring declaration before Customs.

Pakistan amends baggage rules; now $1,000 require declaration
ISLAMABAD: Pakistan has amended baggage rules to make currency declaration of an amount $1,000 while taking out of the country to Afghanistan.
However, new slabs of currency declaration on the basis of age have also been announced.
The Federal Board of Revenue (FBR) issued SRO 1864(I)/2022 dated October 10, 2022 to make changes in the Baggage Rules, 2006.

As per the new changes to the baggage rules, the outbound passenger, for all countries except Afghanistan, without prejudice to his entitlement of taking out of Pakistan $1,000 up to the age of 5 years, $5,000 above 5 years, up to 18 years and $10,000 above the age of 18 years, while taking out of Pakistan foreign currency exceeding $5,000 or equivalent, or any other prohibited or restricted item, shall file a declaration before or on departure, electronically in the WeBOC or pass track or manually at the airport.

The FBR said that the persons travelling to Afghanistan, while having entitlement of $1,000, shall file a declaration of currency in their possession.
The incoming passenger when in possession of foreign currency exceeding $10,000 or equivalent, or any other prohibited or restricted item, shall also file a declaration.

The FBR said that the declaration is also must for passengers carrying: Prohibited or restricted goods such as arms & ammunitions, narcotics, psychotropic substances or satellite phones etc; and gold and precious metals, jewelry, precious or semi-precious stones.
The declaration of foreign currency in US $/ Bearer Negotiable Instrument or equivalent is mandatory for outbound passengers to all countries except Afghanistan, taking out amount exceeding $5,000 or equivalent;

For passengers traveling to Afghanistan, taking out cash foreign currencies US $ or equivalent; and Incoming passengers bringing into Pakistan amount exceeding $ 10,000 or equivalent.

Pakistan makes amendments to baggage rules
ISLAMABAD: The apex revenue collecting agency of Pakistan on Wednesday issued a draft to amend baggage rules.
The Federal Board of Revenue (FBR) issued SRO 985(I)/2022 to propose amendments to the Baggage Rules, 2006.
The draft proposed to substitute Rule 3 of the Baggage Rules, 2006. According to the substituted rule:

3. Allowance for Pakistani nationals not availing transfer or residence: The following shall be various allowances for the Pakistani nationals not availing transfer of residence, namely:
A. Items of personal use allowed duty-free on any visit:
(i) personal wearing apparel and clothing accessories;
(ii) one laptop computer; and

(iii) any other item except mobile phone, following allowances shall be admissible:

Duty free allowance of the aggregate value upto one hundred US dollars in case the goods are purchased from one of the duty free shops in Pakistan within sixty days of the arrival, and provided that the stay abroad of the passenger is more than sixty days.
The draft also recommended to substitute Rule 4 of the Baggage Rules, 2006, which is:
4. Allowance for Pakistani nationals availing transfer of residence:
A. Duty Free Allowance:
(i) personal household goods generally used by a family.
(ii) second hand or used professional equipment in use of a registered Pakistani practitioner during stay abroad, having proof of registration in the country abroad and duly recognized by the concerned regulatory authority or association:
Provided that an inspection certificate from an internationally recognized inspection agency in the exporting countries to the effect that such equipment is free from bacteria and other material injurious to human health, is furnished at the time of import of the equipment.
(iii) any other item (excluding mobile phones) of the value not exceeding fifteen hundred US dollars; and
(iv) weapon of non-prohibited bore for the personnel of armed forces, customs, police or any other law enforcement agency.
B. Purchases from a duty free shop:
Duty free allowances of the aggregate value upto fifteen hundred US dollars in case the goods are purchased from one of the duty free shops in Pakistan within sixty days of the arrival.
The draft rules amended table in Rule 5 of the Baggage Rules, 2006.
5. Special allowances for Foreign Exchange Remittance Card holders.— In addition to the allowances hereinbefore provided, the duty credit as specified in the Table below shall be admissible to a Pakistani national holding Foreign Exchange Remittance Card (FERC) once in a calendar year. The duty credit can also be utilized for the unaccompanied baggage or any purchase from one of the duty free shops. The duty credit under this scheme shall not be utilizable on import of vehicles.
The proposed amended table is as follow:

6. Allowance for foreign nationals and tourists: The following allowance shall be admissible to foreign national and tourist, namely:
(i) personal wearing apparel and clothing accessories; and
(ii) any other item (excluding mobile phones) of the value not exceeding eight hundred US dollars.

Baggage Rules amended: passengers arriving, departing required to file customs declaration
ISLAMABAD: Federal Board of Revenue (FBR) on Monday made mandatory the requirement of filing customs declaration for passengers, in case of accompanied baggage, at the time of arrival or departure.
The FBR issued SRO 689 (I)/2019 to implement the amendments in Baggage Rules, 2006, which have been previously published through SRO 653(I)/2019 dated June 22, 2019.
In the Baggage Rules, 2006 a new Rule 7A has been inserted, which stated: “In case of accompanied baggage, the passengers at the time of arrival or departure, shall file a customs declaration form as set out I n Appendix-C.”
Under the Appendix-C, a passenger is required to provide particulars, included: name, gender, date of birth, passport number, nationality, country coming from/going to, country going to (if in transit), names of countries visited during last seven days, purpose of visit (persona, official, business, tourism), contact person/sponsor contact number in Pakistan and address in Pakistan.
The passenger is required to make following declaration:
Are you carrying any of the following goods?
a. Prohibited / restricted goods such as Narcotics, Psychotropic substance, firearms, weapons, satellite phones etc?b. Gold jewelry, precious / semi-precious stones
c. Foreign currency in US $ or equivalent
d. Any other declaration to be made to Customs
Passengers have been advised to inform to customs officers at the Red Channel if any of the above answer is in ‘Yes’.

FBR amends baggage rules, passengers required to make customs declaration
ISLAMABAD: Federal Board of Revenue (FBR) has amended baggage rules and made it mandatory for passengers to declare their goods on arrival.
The FBR on Tuesday issued draft amendments to Baggage Rules for passengers in order to clear their goods under concessionary or exempt regime.
Under the draft rules made available to PkRevenue.com, a passenger is required to file a customs declaration at the time of arrival or departure.
The declaration form shall include:
Name of collectorate
Passenger’s name
Gender
Date of birth
Passport number
Nationality
Country coming from/going to
Country going to (if in transit)
Name of countries visited during the last 7 days
Purpose of visit such as personal, official, business or tourism
Contact person/sponsor, contact number in Pakistan, address in Pakistan
The passenger is required to make following declaration:
Are you carrying any of the following goods?
Prohibited/restricted goods such as narcotics, psychotropic substance, firearms, weapons, satellite phones etc?
Gold Jewelry, precious /semi previous stones
Foreign currency in US $ or equivalent.
Passengers have been advised to inform customs officer at the red channel if any of the above answer in Yes.
