    Customs detects fake financial instruments by importers for provisional clearance

    KARACHI: Customs authorities have foiled a bid to clear consignments by some fabric importers on basis of fake financial instruments as payment of duty and taxes.

    In a statement on Saturday, Model Customs Collectorate (MCC) Port Muhammad Bin Qasim said that importers M/s. Gravity Trading Company, M/s. Iqra Textile and M/s Voroly Impex were required to submit pay order in lieu of provisional assessment of value on the basis of Sindh High Court order dated October 31, 2019 in various petitions.

    The importers submitted 43 pay orders amounting Rs63.50 million, in the bank guarantee section of the collectorate as securities.

    The collectorate said that the importers were involved in submission of fake pay orders. The phenomenon was detected after scrutiny of the financial instruments, such as printing of same branch code pertaining to different branches of Karachi and Lahore of same bank. The bank has also confirmed the pay orders as fake.

    The illegal and fraudulent act, with the active connivance of their clearing agent M/s Kanwal Enterprises and M/s. Welcome Services constituted an offence. Accordingly the GDs of the importers have been blocked.

    The collectorate lodged FIR against the importers and their facilitators.

    The bank guarantee section has also been directed to be vigilant on submission of the securities along with verification of available and new securities, especially pay orders and bank guarantees.

    KARACHI: Customs authorities have foiled a bid to smuggle explosive material into Pakistan in the garb of toy consignments, a statement said on Saturday.

    According to details Model Customs Collectorate (MCC) Port Muhammad Bin Qasim foiled the bid to smuggle into Pakistan a consignment of explosive filled fireworks/firecrackers in the garb of toys and fun fair items.

    M/s. Abrar Traders, Lahore, through his clearing agent A R Logistics has filed the goods declaration for clearance of imported assorted toys and fun fair items.

    However, upon detail examination scrutiny by the collectorate staff, fireworks and fireworks crackers guns were found willfully concealed within the cartons of assorted toys.

    The explosive/firecrackers are restricted items as per Import Policy Order and prone to smuggling under Section 2(s) of the Customs Act, 1969.

    Accordingly, the collectorate seized the consignment and lodged an FIR. Further investigations are underway.

    Mumtaz Ali Khoso, the collector of customs, appreciated the examination staff for detecting the case and reiterated the resolve not to allow any illegal activity at Port Qasim by unscrupulous elements.

    MCC Port Qasim surpasses revenue collection target for August 2019

    KARACHI: Model Customs Collectorate (MCC) Port Muhammad Bin Qasim has surpassed revenue collection target for the month of August 2019.

    The collectorate collected Rs56 billion during August 2019, three percent higher than the target of Rs54.3 billion.

    The collection is also 17 percent higher when compared with Rs46.65 billion collected in August 2018, according to a press release issued by the collectorate on Sunday.

    The break-up of collection revealed that the collection of customs duty posted 15 percent growth to Rs18 billion during the month under review as compared with Rs15.2 billion in the same month of the last year.

    Similarly, in the same period the collection of sale tax increased to Rs32.47 billion as compared with Rs25.8 billion. Besides the collection of federal excise duty has increased to Rs393 million from Rs345 million.

    The collection of advance income tax at import stage increased to Rs5.6 billion in August 2019 as compared with Rs5.2 billion in the same month of the last year.

    Commenting on the revenue collection performance, Mumtaz Ali Khoso, collector of MCC Port Muhammd Bin Qasim said that the collection was impressive despite steep decline in imports.

    He lauded the leadership of Chairman of Federal Board of Revenue (FBR) Syed Muhammad Shabbar Zaidi, Member Customs-Operations Dr. Jawwad Uwais Agha and Chief Collector (Appraisement-South), Kharachi Ms. Suraiya Ahmed Butt.

    He also lauded the efforts of his team of officers and staff in achieving the revenue target and expressed the resolve to achieve the remaining revenue target for the current financial year.

    MCC Port Qasim directs timely consignment clearance

    KARACHI: Model Customs Collectorate (MCC) Port Muhammad Bin Qasim has directed all deputy and assistant collectors to ensure timely clearance of consignments.

    In a official memo issued to all deputy and assistant collectors, the Collector Port Qasim directed that ensure strict compliance to the directives issued by MCC Appraisement West Karachi.

    MCC Appraisement on October 23, 2018 issued related to undue delay in clearance of consignments.

    It was pointed out at the meeting of MCC Appraisement West that the importers/clearing agents had to file first and second review in a number of those cases where valuation ruling exists but appraising officer assess the goods at a higher value. This arbitrary assessment is, however, mostly revised in accordance with the relevant valuation ruling by the concerned assistant / deputy collector during second review.

    It is further pointed out that the consignments cleared under green channel are stopped by the terminal operators at gate out stage to require documents mandatory for the clearance in terms of conditions of Import Policy Order. In certain cases, due to incorrect feeding of document code in the system, the terminal operator returned the same to the concerned assistant/deputy collector of the group to confirm as to whether or not a certain document is required.

    It has been informed that the concerned assistant/deputy collector refer this matter to principal appraiser who forward the same to appraising officer of the group for initiating requisite NOC. This process takes a considerable time.

    In order to avoid such undue delays on above accounts, the competent authority has directed that:

    a. Assistant/Deputy Collectors of all assessment group shall forward a weekly statement to the respective additional collector, with a copy to the collector, containing details of all such GDs where appraising officer had applied some random higher value despite presence of relevant valuation ruling and the assistant/deputy collector corrected and completed the assessment as per valuation ruling.

    b. All assistant / deputy collector assessment groups are directed to provide NOC in respect of green GDs mentioned at their own level after consulting Import Policy Order / other legal requirements, without referring the same to any lower level officials.
