    FBR notifies promotion of customs officers to BS-19

    ISLAMABAD: Federal Board of Revenue (FBR) on Tuesday announced promotion of officers of Pakistan Customs Service (PCS) from BS-18 to the posts of Additional Collectors of Customs (BS-19) on regular basis with immediate effect.

    Following officers have been promoted to BS-19:

    01. Asma Bashir

    02. Khaldun Ul Haq

    03. Muhammad Moazzam Raza

    04. Ali Waheed Khan

    05. Amanullah

    06. Syed Babar Ali Shah

    07. Fazli Shakoor

    08. Asim Rehman

    09. Muhammad Faisal

    10. Shams-ur-Rehman

    11. Falik Shair

    12. Yawar Nawaz

    13. Mahwish Shah

    The FBR said that the officers who are already working in BS-19 on OPS basis will actualize their promotion against these posts. Posting / Transfer orders of the remaining officers will be notified separately.

    The officer appearing at Serial No. 10 will actualize his promotion from the date he returns from deputation and joins FBR.

    The Officers who were drawing performance allowance prior to issuance of this notification shall continue to draw the allowance on their promotion.

    13 Customs officers promoted to BS-20

    ISLAMABAD: Federal Board of Revenue (FBR) on Friday notified promotions of 13 officers of Pakistan Customs Service (PCS) from BS-19 to BS-20 on regular basis with immediate effect.

    Following Customs officers have been promoted to BS-20:

    1. Hassan Saqib Sheikh

    2. Masood Ahmed

    3. Fayaz Rasool

    4. Sanaullah Abro

    5. Muhammad Tahir

    6. Muhammad Saleem Memon

    7. Muhammad Amir Thahim

    The FBR said that the officers, who are presently posted against BS-20 posts on OPS, will actualize their promotions against their respective BS-20 positions. Postings of the remaining officers will be notified separately.

    The officers mentioned at Sr.No.2 and 12 will actualize their promotions on return from deputation in the light of Para 5(5) of the Civil Servants Promotion (BPS-18 to BPS-21) Rules, 2019 issued vide SRO 1493(1)/2019 dated 03.12.2019.

    The officers at Sr.No.11 & 13 will actualize their promotions against Board’s Notification No.0426-C-I/2021 dated 26.02.2021.

    The officers, if drawing performance allowance prior to issuance of this notification, shall continue to draw the allowance on their promotion.

    Promotion committees formed for Customs officials

    ISLAMABAD: Federal Board of Revenue (FBR) on Monday constituted department promotion and selection committees for making recommendation for promotions and selections of Customs officials.

    A notification issued by the FBR stated that in pursuance of Establishment Division’s concurrence conveyed vide OM No. 13/16/2015-R.IV dated February 12, 2021, the following departmental promotion/selection committees in respect of posts in BS-17 to BS-18, BS-16 to BS-17 and BS-11 to BS-16 for Pakistan Customs Service / Customs field formation have been constituted for making recommendations to the appointing authority for promotions and selection:

    For post in BS-16 to BS-17 and BS-17 to BS-18:

    01. Member (Admn/HRM)(BS-21), Chairman

    02. Chief HRMC BS-20, Member

    03. Chief F&C BS-20, Member

    ISLAMABAD: Federal Board of Revenue (FBR) on Friday notified transfers and postings of BS-20 officers of Pakistan Customs Service (PCS) with immediate effect and until further orders.

    The FBR notified transfers and postings of following PCS officers:

    01. Abdul Qadir Memon (Pakistan Customs Service/BS-20) on return from NDU (awaiting posting), has been posted as Collector, Model Customs Collectorate, Hyderabad.

    02. Asif Saeed Khan Lughmani (Pakistan Customs Service/BS-20) has been transferred and posted as Collector, Collectorate of Customs (Adjudication), Islamabad from the post of Chief, Domain Team (IT-Customs), Federal Board of Revenue (Hq), Islamabad.

    03. Muhammad Adnan Akram (Pakistan Customs Service/BS-20) has been transferred and posted as Chief, Customs Wing, FederalBoard of Revenue (HQ),Islamabad from the post of Collector, Collectorate of Customs (Adjudication), Islamabad.

    ISLAMABAD: Federal Board of Revenue (FBR) on Thursday announced transfers and posting of BS-17 and BS-18 officers of Pakistan Customs Service (PCS) with immediate effect until further orders.

    The FBR notified transfers and postings of following officers:

    01. Mrs. Saher Yasir (Pakistan Customs Service/BS-18) has been transferred and posted as Deputy Director, Directorate of IPR Enforcement (Central), Lahore from the post of Deputy Director, Directorate of IPR Enforcement (North), Islamabad.

    02. Syed Ali Akbar Zaidi (Pakistan Customs Service/BS-18) has been transferred and posted as Deputy Director, Directorate of Intelligence & Investigation, FBR, Lahore from the post of Deputy Director, Directorate of IPR Enforcement (Central), Lahore.

    09. Hafizah Laraib Ghaffar (Pakistan Customs Service/BS-17) has been transferred and posted as Assistant Director, Directorate of IPR Enforcement (Central), Islamabad from the post of Assistant Collector, Model Customs Collectorate, Islamabad.

    10. Asad Aleem (Pakistan Customs Service/BS-17) has been transferred and posted as Assistant Collector, Model Customs Collectorate of Appraisement and Facilitation (East), Karachi from the post of Assistant Collector, Model Customs Collectorate of Exports, Custom House, Karachi.

    The FBR said that the Officers who are drawing performance allowance prior to issuance of this notification shall continue to draw this allowance on the new place of posting.

    Hamid Ali posted as Member Customs Policy

    ISLAMABAD: Syed Hamid Ali, a BS-21 officer of Pakistan Customs Service (PCS) has been transferred and posted as Member (Customs-Policy), Federal Board of Revenue (Headquarter), Islamabad, a notification said on Monday.

    Hamid Ali was previously posted as Member (Legal & Accounting – Customs), FBR (Hq), Islamabad.

    The post of Member Customs was remained vacant after Muhammad Javed Ghani assumed the charge as Chairman of the FBR.

    Ms. Zeba Hai Azhar, a BS-21 officer of PCS, has been transferred and posted as Member (Legal & Accounting – Customs), FBR (Hq), Islamabad from the post of Director General, Directorate General of Training and Research (Customs), Karachi.

    Islamabad: Federal Board of Revenue (FBR) on Friday notified promotion of officers of Pakistan Customs Service (PCS) from BS-17 to BS-18.

    The following BS-17 officers of Pakistan Customs Service are promoted to BS-18 on regular basis with immediate effect:-

    1. Nawabzada Kamran Khan Jogezai

    2. Ubaidullah

    3. Farhat H. Khan

    4. Ali Mohtashim Minhas

    5. Muhammad Hamza Lak

    The FBR said that the officers may actualize their promotions at their present place of posting.

    The officers, who are drawing performance allowance, will continue to draw the same after promotion.

    Through another notification the FBR said that officers Pakistan Customs Service from BS-17 to BS-18 were considered for promotion by the Departmental Promotion Committee on December 31, 2020.

    The committee recommended the following officers for promotion subject to completion of satisfactory missing Performance Evaluation Reports (PERs) mentioned against each without adverse remarks.-

    Malik Muhammad Ahmed 01.07.2019 to 15.02.2020

    All Asad  01.10.2019 to 30.06.2020

    Shakeel Ahmed 01.07.2019 to 30.06.2020

    Mustafa Zamir 01.07.2018 to 02.02.2019

    Ms. Asma Javed Paracha 01.07.2019 to 30.06.2020 2.

    The promotion of above named officers shall be notified on meeting the said condition, the FBR added.

    FBR notifies promotions of IRS, PCS officers to BS-22

    ISLAMABAD: Federal Board of Revenue (FBR) has notified promotions to BS-22 of officers of Inland Revenue Service (IRS) and Pakistan Customs Service (PCS).

    According to a notification issued October 29, 2020, in pursuance of approval of the Competent Authority conveyed vide Establishment Division’s U.O No.7/1/2020-CP-VI, dated 29.10.2020, the following BS-21 officers of IRS are promoted to BS-22 in the same service on regular basis with immediate effect:-

    1) Ms. Seema Shakil

    2) Nadir Mumtaz Warraich

    3) Dr. Muhammad Ali Khan

    The FBR said that the officers appearing at Sr .No. 2 and 3 will actualize their promotion from the date they return from deputation and join FBR.

    Through another notification, the FBR said in pursuance of approval of the Competent Authority conveyed vide Establishment Division’s U.O.No.7/1/2020-CP-VI dated 29.10.2020, the following BS-21 officers of PCS are promoted to BS-22 in the same service with immediate effect and until further orders:-

    The FBR said that if the officers are drawing Performance Allowance prior to issuance of these notifications, they will continue to draw this allowance on their promotion.

    Customs official awarded ‘dismissal from service’ for misconduct

    ISLAMABAD: Federal Board of Revenue (FBR) on Thursday awarded major penalty of ‘dismissal from service’ upon a customs official on the charges of misconduct.

    An office order issued by the FBR stated that disciplinary proceedings under Government Servants

    (Efficiency & Discipline) Rules, 1973 were initiated against Riaz-ul-Haq, Inspector (BS-16), Model Customs Collectorate (Enforcement & Compliance), Lahore on October 28, 2014 on account of his unauthorized absence from duty since April 02, 2014.

    Ms. Ammara Durrani, the then Deputy Collector (PCS/BS-18), MCC (Appraisement), Lahore was appointed as Inquiry Officer to conduct inquiry on various acts of gross “Misconduct” as prescribed in Rule 3(b) of the Government Service (E&D) Rules, 1973.

    The Inquiry Officer submitted her inquiry report April 15, 2015, according to which the charge leveled against the accused officer has been established.

    A show cause notice was issued on August 01, 2016 to the accused officer and he was also called for personal hearing by the Authorized Officer on September 10, 2020.

    After considering the charge framed in the charge sheet, inquiry report and other documentary evidences, the Authorized Officer is of the considered opinion that the accused officer has been found guilty of “Misconduct” under rules 3(b) of the Government Servants (Efficiency and Discipline) Rules, 1973 and recommended to the Member (Admn)/ Authority to impose upon the accused officer the major penalty of “Dismissal from Service” under Rule 4(1)(b)(iv) of the Government Servants (Efficiency and Discipline) Rules, 1973.

    The Member (Admn) FBR being Authority in this case, after having considered all aspects of the case and the recommendations of the Authorized Officer has therefore, imposed the major penalty of “Dismissal from Service” upon Riaz-ul-Haq, Inspector 3 with immediate effect.

    The period of his unauthorized absence from duty from 02.04.2014 onwards is treated as Extra Ordinary Leave (EOL) without pay as admissible under the rules.

    He shall have the right of Appeal as admissible in the Civil Servants (Appeal) Rules, 1977.
