Budget 2021/2022: key features of spending under public sector development program
ISLAMABAD: The federal government on Friday presented budget for fiscal year 2021/2022 and allocated Rs900 billion for public sector development program (PSDP).
Following are the highlights of allocations PSDP for various ministries and divisions for the fiscal year 2021-22 announced by the Federal Government here Friday:
— Total outlay of the PSDP for the fiscal year 2020-21 is Rs 2.1 trillion
— The share of federal PSDP is Rs 900 billion while that of provincial PSDP is Rs 1.235 trillion.
— Rs 3,558.2 million has been earmarked for Aviation Division.
— Board of Investment will get Rs 80 million.
— Rs 46,155 million has been earmarked for Cabinet Division.
–The Climate Change Division will get Rs 14,327 million.
— Rs 1,613 million has been set aside for Commerce Division.
— Rs 451.32 million are allocated for Communication Division (other than NHA).
— Rs 1,977.63 million has been earmarked for Defence Division.
— Rs 1,745 million has been set aside for Defence Production Division.
— Rs 800 million are allocated for Establishment Division.
— The Federal Education and Professional Training Division will get Rs 9,700 million.
— Rs 123,131 million has been allocated for Finance Division.
— The Higher Education Commission (HEC) will get Rs 42,450 million.
— Rs 24,211.5 million has been earmarked for Housing and Working Division.
— Rs 279 million will be provided to Human Rights Division.
— Rs 2,916 million has been set aside for Industries and Production Division.
— Rs 1,899 million are allocated for Information and Broadcasting Division.
— Rs 9,361.05 million will be provided to Information Technology and Telecom Division.
— Rs 3,734.73 million has been set aside for Inter-Provincial Coordination Division.

Development expenditures slashed by 18pc; federal PSDP pitched at Rs650bn
The total allocation for Pakistan’s national Public Sector Development Program (PSDP) has been set at Rs1,324 billion for the fiscal year 2020/2021, according to budget documents released on Friday. This allocation represents an 18 percent decrease compared to the Rs1,613 billion allocated in the outgoing fiscal year.

Budget 2019/2020: Rs951 billion allocated for PSDP
ISLAMABAD: The federal government has allocated Rs951 billion for development projects under Public Sector Development Program (PSDP) for fiscal year 2019/2020.
In his budget 2019/2020 speech State Minister for Revenue Hammad Azhar said that the government has allocated Rs951 billion for federal PSDP, which was Rs500 billion in the ongoing fiscal year.
This year, the combined allocation of national programs is Rs.1,863 billion.
Out of this the Federal PSDP is Rs.951 billion which will be increased from Rs.500 billion.
Policy priorities are water management, building a knowledge economy, fixing electricity transmission and distribution, low-cost hydel power generation, China-Pakistan Economic Corridor, investing in human and social development and “Public Private Partnership” in eligible sectors such as highways.
Notable details are:
a. Water – To better utilize our water resources the PSDP focus is on building dams and drainage projects with an allocation of Rs.70 billion. Diamer Bhasha Damshall be allocated Rs.20 billion for land acquisition, while Mohmand Dam “hydel power” will get Rs.15 billion for its ongoing construction.
b. Road / rail networks – Some of these projects of road networks are also part of China-Pakistan Economic Corridor. Around Rs.200 billion is allocated of which Rs.156 billion is through the National Highways Authority. Key projects are:
Rs.24 billion for Havelian-Thakot road
Rs.13 billion for Burhan-Hakla motorway
Rs.19 billion for Sukkur-Multan section of Peshawar-Karachi motorway.
Additionally, “Public Private Partnership” financing mode will be utilised for construction of Chakdara-Bagh Dheri extension of Swat expressway, Construction of road from Sambrial-Kharian Motorway, and dualization of Mianwali-Muzaffargarh road.
c. Energy –Rs.80 billion of projects shall be undertaken. For construction of Dasu hydro power Rs.55 billion are allocated.
d. Human development / knowledge economy–Rs.58 billion are proposed in budget for human development. Health, education, attainment of development goals, and climate change are some of the key areas. For higher education record funds of Rs 43 billion are proposed to for an important sector
e. Agriculture – While agriculture sector is administratively under the domain of the provinces, the Federal Government is investing a recordRs.12 billion for multiple projects in consultation with them
f. Quetta development package – the government has announced second phase of “Quetta development package” for Rs.10.4 billion. This is in addition to Rs.30 billion of water and road sector projects that the federal government is financing
g. Karachi development package –9 projects costing Rs.45.5 billion are being undertaken.

National Economic Council approves GDP target at 4pc for 2019/2020
ISLAMABAD: The National Economic Council (NEC) in its meeting held on Wednesday approved GDP target at 4 percent for fiscal year 2019/2020.
Prime Minister Imran Khan chaired the NEC meeting at the PM Office.
The meeting reviewed Annual Plan 2018/2019 and the proposed Annual Plan 2019/2020.
The meeting approved GDP growth target of 4 percent along with sectoral growth of agriculture (3.5 percent) industry (2.2 percent) and services sector (4.8 percent) for financial year 2019/2020.
The meeting reviewed draft 12th Five Year Plan (2018-2023). It was informed that main themes of the 12th Five Year Plan include balanced and equitable regional development; sustainable, inclusive, job-creating export-led growth; resource mobilization and improving governance; improving social protection; ensuring food and water security, enhancing connectivity, promoting knowledge economy and Clean and Green Pakistan.
The NEC approved 12th Five Year Plan (2018-2023), in principle. It was decided that the plan will be further fine-tuned, especially its implementation mechanism, in consultation with all stakeholders.
The meeting reviewed Public Sector Development Programme (PSDP) 2018-2019 and the proposed PSDP 2019-2020.
It was informed that PSDP 2019-2020 focuses on new initiatives in the field of agriculture, information technology, higher education, science and technology and technical education and training.
The meeting was informed that targeted interventions will be made in the less developed districts of the country to bring them at par with other parts of the country for regional equalization.
Ten billion Tsunami Program, Prime Minister’s Youth Skill Development Initiative, rehabilitation of affected population residing along Line of Control, construction of Gilgit-Shandur-Chitral Road and improvement of sewerage and sanitation system of Gilgit, and development of merged districts of Khyber Pakhtunkhwa are some of the major priority areas of Public Sector Development Programme (PSDP) 2019-2020.
The meeting approved National Development Outlay 2019-2020 amounting to Rs1.837 trillion including Federal PSDP and Provincial ADPs.
Progress Report of CDWP and ECNEC from 1st April 2018 to March 31, 2019 was laid before the National Economic Council. The NEC confirmed extension in powers of Special Forum for Rehabilitation and Reconstruction in FATA (erstwhile) till December 2019.
The Special Forum, under the Chairmanship of Commander 11 Corps, was established by the NEC on May 30, 2016 for a period of two years for fast track implementation mechanism for Rehabilitation and Reconstruction in erstwhile FATA.
The meeting approved establishment of Islamabad Development Working Party headed by the Chief Commissioner ICT including representatives from Ministries of Finance, Planning and other concerned offices.
The IDWP will be allowed to approve development project up to Rs60 million. The NEC approved procedure for approval of Program for Results (PforR), Development Policy Credits (DPCs) and Financial Intermediation Programs (FIPs).
The Prime Minister during the meeting said that the country was facing unprecedented economic crisis. He said that joint efforts of the Federal Government and the Provincial Governments were needed to overcome the present economic crisis.
The Prime Minister said that the Government has introduced Local Government systems in Punjab and Khyber Pkahtunkhwa to ensure empowerment of the people at grass root level and to afford them an opportunity to play their part in their developmental process.
The Prime Minister reiterated his call to the provinces to allocate necessary financial resources, as per the commitments made earlier, for the development of erstwhile FATA.

IMF, Planning Commission discuss CPEC, PSDP
ISLAMABAD: Ernesto Rigo IMF Mission Chief called on Secretary Planning, Development and Reform Zafar Hasan to discuss Public Sector Development Program (PSDP), China Pakistan Economic Corridor (CPEC) and other aspects of planning including macro-economic policies, a statement said on Friday.
Project Director Hassan Daud, Chief Macroeconomic Zafar-ul-Hassan and senior officials of the Ministry were also present in the meeting.
The two sides exchanged program on the growth targets as well as policy adjustments to keep the growth momentum.
Secretary planning gave a comprehensive overview of the planning process and on CPEC program.
The two sides shared measures to create growth through both external and internal balance.
The role of Pakistan Bureau of statistics was also discussed in the meeting.
