Islamabad, March 2, 2026 – The Federal Board of Revenue (FBR) has conducted a comprehensive health checkup, including a psychological examination, of a senior Pakistan Customs Service (PCS) officer (BS-18) as part of an ongoing disciplinary inquiry.
The proceedings relate to Dr. Jam Muhammad Imran (PCS/BS-18), who faced disciplinary action following an Order of Inquiry/Charge Sheet dated June 8, 2024, on the charge of “Misconduct” under the Civil Servants (Efficiency & Discipline) Rules, 2020.
Mr. Muhammad Mohsin Rafiq (PCS/BS-20) was initially appointed as Inquiry Officer and, in his report dated September 25, 2024, confirmed the misconduct charges and recommended a minor penalty of “Censure.” A Show Cause Notice was issued to Dr. Imran on October 11, 2024, to which he replied on November 1, 2024.
Subsequently, the Secretary of the Revenue Division and Chairman FBR appointed Mr. Wajid Ali (PCS/BS-22), then Member (Customs-Policy), as the Hearing Officer under Rule 17 of the Civil Servants (Efficiency & Discipline) Rules, 2020. Following a personal hearing on December 30, 2024, a recommendation was made to either order a re-inquiry or impose a minor penalty of withholding increments or promotion for two years.
The Chairman, FBR, ordered a De-Novo Inquiry on February 14, 2025, appointing Mr. Ashhad Jawad (PCS/BS-21) as Inquiry Officer. His inquiry report, submitted on March 25, 2025, confirmed the misconduct and recommended minor penalties, including “censure” and “withholding of increments for three years without cumulative effect.” Dr. Imran responded to the Show Cause Notice dated April 22, 2025, on May 12, 2025, requesting a personal hearing with the Chairman FBR.
A personal hearing was conducted on August 21, 2025, during which Dr. Imran’s submissions were considered. Concurrently, a fact-finding inquiry by the same Inquiry Officer recommended a psychological assessment, citing similar acts of omission and commission.
Following this recommendation, the Ministry of National Health Services, Regulations & Coordination arranged a Medical Board. The board’s report, dated November 18, 2025, declared Dr. Imran fit for duty.
For a final review, the Authority again granted Dr. Imran a personal hearing on February 16, 2026, taking into account medical and psychiatric reports. While misconduct was confirmed beyond doubt, the medical findings were considered mitigating factors in determining the penalty.
Ultimately, the Secretary Revenue Division/Chairman FBR imposed a minor penalty of “withholding of two increments for a period of two years without cumulative effect” under Rule 4(2)(b) of the Civil Servants (Efficiency & Discipline) Rules, 2020. Additionally, the officer’s performance allowance will be stopped for six months, after which he must reapply for its restoration.
Dr. Jam Muhammad Imran retains the right to appeal this decision within 30 days, as provided under the Civil Servants (Appeals) Rules, 1977.
