World Bank approves $700 million for Pakistan PRID-MPA initiative

Islamabad, December 20, 2025 – The World Bank Board of Executive Directors has approved $700 million in financing for Pakistan’s Public Resources for Inclusive Development – Multiphase Programmatic Approach (PRID-MPA), a multi-year initiative aimed at strengthening macroeconomic stability and improving public service delivery.

According to a World Bank press release, the PRID-MPA is a national program supporting federal and provincial reforms to mobilize domestic revenue, enhance spending efficiency, and leverage digital tools and data for improved public services. The initiative aligns with ongoing IMF-Extended Fund Facility programs and the National Fiscal Pact, and is designed to provide up to $1.35 billion in total financing, with $600 million allocated for federal programs and $100 million for Sindh province. The results-based framework ensures funds are disbursed only when program objectives are met.

“Pakistan’s path to sustainable and inclusive growth requires mobilizing domestic resources efficiently and transparently,” said Bolormaa Amgaabazar, World Bank Country Director for Pakistan. “This program will support predictable funding for schools and clinics, fairer tax systems, stronger data for decision-making, and safeguarded social and climate investments.”

At the federal level, the program focuses on enhancing domestic revenue mobilization, improving budget planning and execution, and strengthening national data systems. Key actions include tax reforms, scaling the Integrated Financial Management Information System (IFMIS) with e-procurement, targeted subsidy adjustments, and strengthening the Pakistan Bureau of Statistics.

These reforms are expected to boost fiscal stability, expand resources for social and climate priorities, improve transparency and efficiency, and enhance service delivery.

In Sindh, PRID-MPA will help increase provincial revenue, speed up and improve transparency in payments, and expand the use of data in decision-making. It aims to ensure more equitable financing for primary healthcare and education, delivering better outcomes for citizens.

Tobias Akhtar Haque, Lead Country Economist for Pakistan at the World Bank, emphasized that PRID-MPA provides a nationwide approach to strengthen revenue administration, budget execution, and statistical systems, ensuring resources reach the frontline efficiently and accountably.
