Islamabad, June 13, 2025 — In a move aimed at resolving stakeholder concerns and ensuring clarity in tax proposals, the Federal Board of Revenue (FBR) has constituted two high-level committees to identify and remove anomalies in the Finance Bill 2025.
This initiative underscores the FBR’s commitment to ensuring a fair and transparent fiscal regime by addressing possible inconsistencies and unintended outcomes in tax provisions.
According to an official notification, the FBR has set up a Business Anomaly Committee and a Technical Anomaly Committee. Both committees are tasked with reviewing anomalies flagged by stakeholders and providing recommendations to the FBR for corrective actions.
Business Anomaly Committee
The Business Anomaly Committee will be chaired by Ehsan Malik, CEO of the Pakistan Business Council. Wajid Ali, Member (Customs Policy), FBR, and Dr. Najeeb Ahmad Memon, Member (IR Policy), FBR, will serve as co-chairpersons.

1. Atif Ikram Sheikh – President, FPCCI
2. Mian Abuzar Shad – President, LCCI
3. Muhammad Jawed Bilwani – President, KCCI
4. Fazal Moqeem Khan – President, Sarhad Chamber, Peshawar
5. Muhammad Ayub Maryani – President, Quetta Chamber
6. Nasir Mansoor Qureshi – President, Islamabad Chamber
7. Rehan Naseem – President, Faisalabad Chamber
8. Sohail Pasha – Chairman, PTEA, Faisalabad
9. M. Abdul Aleem – CE/Secretary, OICCI
The committee’s Terms of Reference include reviewing the anomalies submitted by stakeholders and advising the FBR on appropriate rectifications. The committee may co-opt additional members by mutual agreement. Submissions of anomalies must be made by June 22, 2025, to the co-chairpersons.
Technical Anomaly Committee
The Technical Anomaly Committee will be chaired by Asif Haroon of A.F. Ferguson & Co., Karachi. Dr. Najeeb Ahmad Memon and Wajid Ali will also serve as co-chairpersons in this committee.

This committee is responsible for reviewing business-related anomalies and providing recommendations to eliminate them. It may also include additional members if needed.
By involving professionals and stakeholders from diverse sectors, the FBR aims to resolve all anomalies before the Finance Bill 2025 is finalized.
