The Federal Board of Revenue has constituted a dedicated Media Coordination Unit to improve interaction with the media, strengthen public communication and ensure timely dissemination of information about tax policies, reforms and taxpayer facilitation measures.
The Federal Board of Revenue (FBR) has established a Media Coordination Unit (MCU) with immediate effect under Notification No. 2134-IR-I/2026 issued on October 8, 2026.
The unit has been formed with the approval of the competent authority, Chairman FBR/SRD, to coordinate and oversee the board’s strategic communication initiatives. HRMS

According to the notification, the Director General (TPS) will serve as the Coordinator of the Media Coordination Unit, while the Secretary (Media) has been designated as its Secretary.
The committee includes several senior FBR officials. Mr. Irfan Javed, Director General Communications and Public Relations (Customs), and Dr. Misbah Khatana, Director Communications and Public Relations (Customs), have been included as ex-officio members.
Ms. Shahla Ashfaq Khan, Chief Reforms and Automation (Customs), is also an ex-officio member, while Dr. Zehra Farooq, SA to Member (Strategic Transformation), Mr. Israr Ahmed Cheema, Secretary (Enforcement Plan-IR), and Mr. Muhammad Nouman, SA to Member (Income Tax Policy), have been appointed as members.
The committee also includes the Chief (TPS), Secretary (Tax Education), Second Secretary (Media) and Second Secretary (Facilitation).
MEDIA INTERACTION
A key responsibility of the newly formed unit is to coordinate the implementation of FBR’s Communication Strategy and Action Plan. The MCU will work to strengthen the board’s interaction with media outlets and improve the communication of its policies and initiatives.
The unit will also project FBR as a public service-oriented institution by promoting taxpayer awareness, education and outreach activities.
PUBLIC COMMUNICATION
The notification states that the MCU will ensure timely dissemination of information concerning tax policies, reforms, facilitation measures and public service initiatives. It will also maintain an achievement bank, negative narrative bank and media risk register.
The committee will obtain weekly inputs from different FBR wings and recommend measures aimed at enhancing public trust, voluntary tax compliance and FBR’s institutional image.
The MCU may also perform any other tasks assigned by the Chairman FBR relating to media management and public communication, indicating a broader role in managing the revenue authority’s engagement with the media.
