FBR’s field offices directed to update employees’ database

KARACHI – The Federal Board of Revenue (FBR) has issued a directive to all field offices of Pakistan Customs and Inland Revenue, emphasizing the urgent need to update employee data.

The FBR, in a letter addressed to chief commissioners (IR), director generals, chief collectors, and commissioner/collector (appeals), instructed the immediate update of the Human Resource Information System (HRIS) Database.

The directive underscores the importance of maintaining accurate and up-to-date information on employees, as it plays a crucial role in the effective functioning of various processes within the FBR. The HRIS Database serves as a centralized repository for employee information, facilitating payroll management, personnel tracking, and overall human resource administration.

Field formations have been specifically instructed to ensure the retrieval of HRIS performas for all employees and reconcile this data with the available payroll and personal information. Additionally, the FBR has mandated that the accuracy of this information be certified by the relevant Additional Deputy Commissioners (ADCs) at headquarters.

This directive comes as part of a series of reminders issued by the FBR since March 05, 2019, urging field offices to comply with the requirement of updating employee data. The repeated reminders highlight the FBR’s commitment to maintaining the integrity and functionality of the HRIS Database.

In a letter issued on March 05, 2019, the FBR expressed dissatisfaction with the non-updation of the HRIS database by officers and officials, stating, “It has been observed that complete information of officers and staff has not been updated in HRIS database, as a result of which the HRIS System has become dysfunctional.”

The FBR has outlined specific details that must be provided by officers and officials for the update, including the employee’s name and designation, CNIC (Computerized National Identity Card) details, and place of posting. These details are fundamental for accurate record-keeping and form the basis for various HR-related functions within the FBR.

The call for swift action to update employee data reflects the FBR’s commitment to efficiency, transparency, and accountability in its operations. The HRIS Database, when properly maintained, streamlines administrative processes, enhances payroll accuracy, and ensures compliance with regulatory requirements.

As the FBR places a renewed emphasis on the timely update of employee data, field offices are expected to prioritize this task to ensure the smooth functioning of internal systems. The certification process by relevant authorities adds an additional layer of accountability, reinforcing the importance of accurate and reliable data in decision-making processes.

In conclusion, the FBR’s directive to update employee data in the HRIS Database is a proactive step towards enhancing the efficiency and effectiveness of internal processes. The FBR’s continued focus on this requirement signals its commitment to modernizing and streamlining its administrative functions, ultimately contributing to the overall effectiveness of tax and customs operations in Pakistan.
