Islamabad, December 17, 2025: The Government of Pakistan has launched efforts to formulate a comprehensive lithium-ion battery policy aimed at promoting domestic production and reducing import dependence. The initiative was discussed in a high-level meeting chaired by Special Assistant to the Prime Minister (SAPM) on Industries and Production, Haroon Akhtar Khan, on Wednesday.
The meeting, co-chaired by Minister of State for Finance and Railways Bilal Azhar Kayani, was attended by senior officials including Secretary Industries Saif Anjum and CEO of Engineering Development Board (EDB) Hamad Mansoor, along with representatives from both public and private sectors.
During the session, participants held detailed discussions on strategies to enhance local manufacturing of lithium-ion batteries. SAPM Haroon Akhtar Khan highlighted that while lithium-ion cells and components are currently imported and only assembled domestically, the government seeks to develop full-scale local manufacturing capacity.
Minister Bilal Azhar Kayani emphasized that the adoption of modern technologies in battery production would improve energy efficiency, industrial productivity, and power conservation. Officials noted that imports of raw materials for lithium-ion batteries currently enjoy zero tax, while fully assembled batteries are subject to a 12% import duty.
The Ministry of Science and Technology assured its support in providing facilities for testing, certification, and quality assurance of locally produced batteries. SAPM Haroon Akhtar Khan directed stakeholders to actively contribute to the policy development process and announced the formation of three working groups tasked with finalizing the policy within two weeks.
The meeting concluded with a reaffirmation of the government’s commitment to foster innovation, strengthen Pakistan’s energy storage sector, and boost the industrial ecosystem through localized lithium-ion battery manufacturing.
