Pakistan, Türkiye Sign MoUs to Boost Power Sector Cooperation

Agreements focus on electricity market reforms, transmission planning, distribution management, and technical knowledge exchange between the two countries.

Pakistan and Türkiye have signed three Memoranda of Understanding (MoUs) aimed at expanding cooperation in the power sector, marking a significant step toward strengthening institutional partnerships, technical collaboration, and knowledge sharing between the two countries.

The agreements were signed during high-level consultations held in Istanbul as part of ongoing energy sector cooperation between the two nations, according to a statement issued by Pakistan’s Ministry of Energy (Power Division).

The MoUs underscore the shared commitment of Islamabad and Ankara to deepen collaboration and exchange expertise across key areas of the electricity sector.

The agreements were concluded between Pakistan’s Independent System and Market Operator (ISMO) and Türkiye’s Energy Exchange Istanbul (EPIAS), ISMO and the Turkish Electricity Transmission Corporation (TEIAS), and the Power Planning and Monitoring Company (PPMC) and the Turkish Electricity Distribution Corporation (TEDAS).

Under the agreements, both sides will work together on a range of strategic areas, including post-privatisation governance frameworks, electricity market development, formulation of ancillary services regulations, power system operations, transmission planning, distribution sector management, digitalisation, capacity building, institutional development, and technical knowledge exchange.

Federal Minister for Energy (Power Division) Sardar Awais Ahmad Khan Leghari welcomed the signing of the MoUs, describing them as an important milestone in strengthening Pakistan’s energy institutions through cooperation with experienced Turkish counterparts.

He highlighted Pakistan’s interest in benefiting from Türkiye’s expertise in electricity market reforms, transmission network development, modernisation of distribution systems, and the adoption of advanced technologies in power sector operations.

The minister also stressed the importance of understanding Türkiye’s experience in developing post-privatisation frameworks and managing power utilities in a competitive environment.

According to the ministry, enhanced cooperation between energy institutions of both countries will facilitate the transfer of practical expertise, operational knowledge, and international best practices.

These efforts are expected to support Pakistan’s ongoing reforms aimed at improving efficiency, governance, and service delivery across the power sector.

The Turkish side reaffirmed its commitment to long-term institutional collaboration and welcomed closer engagement with Pakistani counterparts.

The newly signed agreements are expected to pave the way for joint technical initiatives, expert exchanges, training programmes, study visits, and collaborative projects.

The Government of Pakistan views these MoUs as a key outcome of the Pakistan-Türkiye energy dialogue and a reflection of the growing strategic partnership between the two brotherly nations in the energy sector.
