    PTA issues regulations for Mobile Device Manufacturing

    ISLAMABAD: Pakistan Telecommunication Authority (PTA) on Wednesday said it has issued Mobile Device Manufacturing (MDM) regulations and has started receiving applications for mobile device manufacturing.

    In a statement the PTA said that the implementation of PTA’s Device Identification, Registration and Blocking System (DRIBS) in 2019 had resulted in significant increase in legal import of mobile device and establishment of over 33 local assembly plants of mobile devices in Pakistan.

    These plants have produced over 25 million mobile devices including 4G smart phones since implementation of the system.

    The PTA said that with the successful execution of DRIBS, the local assembly industry had evolved from infancy to well growing stage, with significant growth seen in local assembly of smart phones.

    In 2019, only 119,639 smart phones were assembled locally whereas in 2020, the number of such devices grew to 2.1 million. It is important to highlight that the end of the second month of 2021, around 1.21 million smart phones have so far been assembled in Pakistan.

    In the light of the tremendous impact of DRIBS, the government has introduced a comprehensive Mobile Manufacturing Policy to encourage and attract manufacturers to Pakistan and establish their plants.

    PTA has issued MDM Regulations and has started receiving mobile device manufacturing applications. This initiative will help create more jobs in this technical sector, as well as enable consumer to buy locally manufactured mobile devices, the PTA added.

    The PTA said that the country had the distinction of implementing the world’s first open-source, full-fledged DRIBS. This system has the ability to identify all IMEIs latched on Pakistan’s mobile networks and to categorize them based on their compliant status.

    Duty free mobile phone not allowed under personal baggage

    KARACHI: Federal Board of Revenue (FBR) has said that not a single mobile phone is allowed duty free brought into Pakistan under personal baggage.

    Recently Baggage Rules have been amended vide Finance Act, 2019 whereby facility for bringing duty/taxes free mobile set has been withdrawn from July 01. 2019. Hence duty and taxes will be paid on every mobile phone.

    The FBR further said: “No exemption of duty and taxes is available on any mobile even if the passenger is bringing only one mobile.”

    The FBR responded to a query “Do I have to pay duty/taxes on a mobile phone which I have been using in Pakistan after returning from abroad?”

    The FBR said that if local SIM is used in the mobile then it will require registering the IMEI of the mobile with PTA after payment of duty and taxes.

    If the same is not registered with the PTA within sixty (60) days of the insertion of local SIM in the mobile then the mobile set will be blocked and can only be opened after payment of duty/taxes and fine/penalty.

    The FBR explained in case a passenger brings a mobile phone but failed to declare the device at the time of arrival. The

    New mobile phone registration payment validity is seven days: PTA

    ISLAMABAD: Pakistan Telecommunication Authority (PTA) on Friday said that payment of duty and tax for new mobile phone registration has to be made within seven days.

    In a statement, the authority said that the validity of all applications and payment slip identification (PSID) is seven days. During this period the applicant has to pay duty and taxes with the Federal Board of Revenue (FBR).

    The PTA said that after lapse of seven days in which payment has not been made then the application/PSID would automatically deleted from the system. In such cases the claimants could not make payment at banks on invalid PSID.

    The authority said that in case expiry the applicants need to re-submit application for issuance of new PSID.

    The PTA introduced Device Identification Registration Blocking System (DIRBS). As par law all the new mobile phones has to get registration through this system within 60 days before linking to any local cellular provider.

    The PTA facilitated the registration of new mobile phones through three different ways including website, SMS and franchise of mobile operators/service centers.

    FBR updates procedure for mobile device registration

    ISLAMABAD: Device Identification Registration and Blocking System (DIRBS) is a system designed to identify non-compliant devices operating on local mobile networks.

    It automatically registers compliant devices operating on the mobile networks and eventually blocks non-compliant devices, according to Federal Board of Revenue (FBR).

    DIRBS has been launched from December, 2018.

    International passengers and Importers are requested to view the following information to confirm the correct procedure for registration of mobile devices.
