    Sindh EPA takes measures to control Industrial, vehicular emissions

    KARACHI: Sindh Environmental Protection Agency (SEPA) has taken major steps to control industrial and vehicular emissions and retain 40 percent improvement in air quality.

    The air quality of Karachi city has improved by 40 percent after imposition of lockdown to contain spread of COVID-19.

    In this regard, SEPA issued directives to all industrial associations to conduct air quality monitoring in their industrial areas to check air quality degradation and plant saplings in huge number in and around their factories.

    Industries have been asked to submit their tree plantation plan within one week into the office of SEPA.

    Industries have also been directed to improve the conditions of their buses of shuttle service to control their air emissions and take practical measures to facilitate smooth plying of vehicles in and around their factories.

    Moreover, SEPA is also re-launching its vehicular emission control campaign throughout the city to fine/penalize smoke-emitting vehicles with the help of traffic police.

    In this regard an emergency meeting of all industrial associations of the city including Federal B Area, North Karachi, SITE, and Super Highway was held under the chairmanship of Director General SEPA Naeem Ahmed Mughal at the office of SITE Association.

    The meeting was attended by Sulaiman Chawla President SITE Association, Shaheen Ilyas President Super Highway, Nasim Akhtar President North Karachi Industrial Association, Noman Yaqoob President Landhi Association, Abdullah Abid F.B.Area Industrial Association, Sheikh Umer Rehan President Korangi Association of Trade and Industry, Naveed Shakoor President Bin Qasim Association besides prominent industrialists Zubair Motiwala, Salim Pareekh and Javed Balwani.

    Representatives from SEPA were Director Regional Office Karachi Aashiqui Langha, Deputy Directors Waris Gabol and Imran Sabir besides DG SEPA.

    Addressing the meeting, the DG SEPA Naeem Ahmed Mughal said that for the vigorous enforcement of environmental laws all necessary measures are being taken by the environmental watchdog on priority basis.

    He informed the participants of the meeting that SEPA had conducted a comparative study of air quality of Karachi prior to lock-down and during the lock-down; which revealed a 40 per cent improvement in air as a result of lock-down.

    He pointed out that deteriorating air environment is equally a matter of grave concern for all of us and its control is possible with the collective efforts of all stakeholders including industries and vehicle owners/transporters.

    He further said that to improve the air quality in the city all the industrial associations should start beautification campaigns at the major roundabouts in their areas along with plantation at the open spaces to improve the air quality parameters.

    DG SEPA further directed that all the industrial associations should conduct an air quality study in Karachi to analyze the present air quality with regard to its improvement.

    He also underscored the need of environment-friendly transport for commuting the industrial workers to help mitigate their air emissions.

    The DG SEPA specifically directed for the proper disposal of solid waste being generated by the industries which includes both hazardous and non-hazardous industrial waste.

    “Wastewater treatment plants should be installed as per the directives of Water Commission and in case of any negligence on this score, SEPA will take stern action’, he warned.

    He further said that the culprits who are responsible for the burning of solid waste in any area will be dealt with iron hand. SEPA simply needs cooperation of public in this regard to complain us as and when any such incident occurs in their area.

    At the end, he vowed to provide technical assistance to industries with regard to industrial pollution control.

    It may be recalled that according to data collected in April 2020 during the lock-down by SEPA from different locations of six districts of Karachi the average particulate matter 2.5 (PM 2.5) – the most lethal and stubborn air pollutant – was improved by 39 percent as compared to the same data taken from 76 locations of the city in February 2020 before the lock-down. Likewise, the noise level of the city was also improvement by 19 percent during the lock-down.

    The district-wise details of the data revealed that air quality of districts Central, East, South, West, Malir and Korangi was improved by 8, 61, 40, 37, 25 and 54 percent respectively while an improvement in the noise level of Central 42, East 20, South 15, West 17, Malir 2 and Korangi 26 percent occurred during the lock-down as compare to before lockdown.

    ISLAMABAD: Pakistan Environment Protection Agency (PEPA) and Commissioner Office, Islamabad on Tuesday sealed off the popular Monal Restaurant located in Marghalla Hills for illegal tree cutting for its expansive construction activities.

    The Climate Change Ministry Media focal person, Muhammad Saleem, told media that it was brought to the notice of the Prime Minister’s Advisor Malik Amin Aslam that illegal construction activities for expansion of the Monal restaurant were gonging on for a few days and initiated by management of the restaurant, which led to a significant loss of tree cover and land degradation in its vicinity.

    “Taking serious notice of the illegal construction activities and tre cutting, the advisor Malik Amin Aslam on Tuesday directed the Pakistan Environmental Protection Agency Islamabad (Pak-EPA Islamabad) to take legal action against the culprits,” he told media.

    Later, Pak-EPA Islamabad and the Chief Commissioner Islamabad office moved together and sealed off the Monal restaurant and lodged FIR against the culprits at the Islamabad Secretariat Police Station, the media focal person Muhammad Saleem said further.

    He told media that few pictures of tree cutting and land leveling appeared in social media widely.

    The same was shared with the Chief Commissioner, ICT by the Pakistan Environmental Protection Agency (Pak-EPA) and Ministry of Climate Change (MoCC) to take immediate action. Resultantly, the District Administration conducted the raid on 18-05-2020 evening and it was observed that images of destruction activities appeared in social media were authentic and genuine in nature.

    During the raid, two persons namely Muhammad Sagheer and Muhmmmad Naeem were arrested on the spot and FIR NO 224/20 has also been lodged in Police Station Kohsar, F/7, Islamabad, the media focal person added.

    He said furrher rthat simultaneously, a case was fixed in the larger Bench of the Honorable Supreme Court of Pakistan regarding the stone crusher and protection of the MHNP, the instant matter has also been discussed by the Honorable Court and order is being issued including immediate stoppage of the all construction activities in the MHNP extended in Punjab and Khyberpakhtunkhaw including all types of hotels, rental residential construction.

    However, order copy is awaited. It is pertinent to mention that Pak-EPA also took action about these restaurants in MHNP as all have been constructed without any environmental approval and causing damages to eco-system and increasing load pollution in the vicinity. He informed that the prime minister’s advisor Malik Amoin Aslam along with the climate change ministry’s high officials will visit the damaged site tomorrow on Wednesday and take stock of the damage caused to the land and trees.

    The ministry’s media focal person also added that tree plantation activities will also be carried out by him in support with the local forest officials at the damaged site for its rehabilitation. It is pertinent to mention that Pak-EPA also took action about these restaurants in MHNP as all have been constructed without any environmental approval and causing damages to eco-system and increasing load pollution in the vicinity, according to the climate change ministry official.

    Margalla Hills National Park (MHNP) falls under the jurisdiction of Islamabad Capital Territory (ICT) and also extended into Khyberpakhtunkhaw and Punjab as per notification of April, 1978. Few parts of the said MHNP are also located in Shakarparian and Rawal Lake area within ICT.

    The MHNP has been declared as protected National Park and no major construction activity causing damage to the environment, ecosystem and flora & fauna of MHNP is allowed.

    In the year 2005, a restaurant named Monal was allowed construction by the Capital Development Authority (CDA). Later on, few other restaurants including Lamontana, Gloria Jeans, Whispering Pines (located in KPK) and some other recreational activities spots were constructed in the MHNP in KPK area as well.

    High pollutants identified at Kemari; preliminary report on toxic gas released

    KARACHI: A preliminary report related to toxic gas leakage near port area revealed high pollutants with presence of lethal gases.

    Global Environment Lab Private Limited on Tuesday issued its preliminary report related to incident of poisonous gas leakage in Kemari, Karachi.

    It said that recent incident of leakage of mysterious gas in the vicinity of Kemari, Karachi on February 17, 2020, claimed the lives of 11 people and affected hundreds of people as per media reports. However, the source of this gas is yet to be confirmed.

    Global Environmental Lab Pvt. Ltd. being socially responsible entity voluntarily monitored the air quality on number of locations on the request of Sindh Environmental Protection Agency (SEPA).

    The objective was to assess the presence of toxic gases and their levels in the area. Levels of CO, NO. H2S, SO2, VOCs, O3, PM2.0 and PM2.5 were assessed.

    “The level of all pollutants were found to be higher than the allowable limits when monitored aournd midnight near Ziauddin Hospital Kemari,” the report said.

    However, the main source of gas leakage and reason for fatalities is yet to be confirmed.

    “The higher levels of pollutants at sea view are need to be assessed further as they may be due to local factors,” it added.

    Clearance resumes as EPA clears Custom House building

    KARACHI: Customs clearance has been resumed after a briefed period of closure as Environment Protection Agency (EPA) cleared the Custom House Karachi from any threat owing to spread of toxic gas.

    Wasif Memon, Chief Collector Pakistan Customs, on Monday said that all customs clearance operation had been resumed.

    He said that EPA had cleared the building and there was no threat detected.

    He said that National Bank branch of Custom House, Karachi was also started receiving duty and taxes for customs clearance.

    Earlier in the day the port activities and customs clearance were suspended as precautionary measures in the wake of mysterious toxic gas which claimed at least five lives.

    The unidentified leakage of poisonous gas claimed around five lives and around 100 were faint yester day. The authorities have so far unable to find out the root cause of the gas leakage.

    An official at Pakistan Customs said that the Custom House Karachi had been evacuated as precautionary measures as officials were facing breathing problems.

    “Not a single person at Custom House Karachi was faint,” said Syed Ifran Ali, senior customs official. “However, taking precautionary measures the Custom House has been evacuated,” he added.

    He said that customs clearing has also been suspended and main branch of National Bank at Custom House, Karachi was also closed.

    The official said that the port activities had also been suspended while taking precautionary measures.
