    FBR notifies major reshuffle of IRS officers

    ISLAMABAD: The Federal Board of Revenue (FBR) on Friday notified a major reshuffle in the top bureaucracy of BS-20 and BS-21 officers in Inland Revenue Service (IRS).

    The FBR in a notification said that all officers being transferred and posted shall relinquish/assume their charges in accordance with this notification with effect from September 01, 2021:-

    Following IRS officers of BS-20-21 are transferred:

    01. Nazir Ahmad Shoro (Inland Revenue Service/BS-21) has been transferred and posted as Member, Federal Board of Revenue (Hq), stationed at Karachi from the post of Chief Commissioner, Regional Tax Office I, Karachi.

    02. Dr. Ashfaq Ahmad Tunio (Inland Revenue Service/BS-21) has been transferred and posted as Member, (IT) Federal Board of Revenue (Hq), Islamabad from the post of Director General, Directorate General of Internal Audit (Inland Revenue), Islamabad.

    03. Syed Maroof Gilani (Inland Revenue Service/BS-21) has been transferred and posted as Member, Federal Board of Revenue (Hq), stationed at Karachi from the post of Chief Commissioner, Regional Tax Office, Bahawalpur.

    04. Amir Ali Khan Talpur (Inland Revenue Service/BS-21) has been transferred and posted as Director General, Directorate General of Intelligence & Investigation (Inland Revenue), Islamabad from the post of Chief Commissioner, Regional Tax Office II, Karachi.

    05. Qaiser Iqbal (Inland Revenue Service/BS-21) has been transferred and posted as Member, (IR-Operations) FederalBoard of Revenue (Hq),Islamabad. (He will also hold theadditional charge of the post ofDirector General International TaxOperations as per Rules. He has been transferred from the post of Chief Commissioner, LargeTaxpayers Office, Lahore.

    06. Dr.Lubna Ayub (Inland Revenue Service/BS-21) has been transferred and posted as Member, (Special Initiatives), stationed at Karachi from the post of Chief Commissioner, Regional Tax Office, Quetta.

    07. Muhammad Naseer Butt (Inland Revenue Service/BS-21) has been transferred and posted as Member, (Admn/HR) FederalBoard of Revenue (Hq), Islamabad from the post of Chief Commissioner, LargeTaxpayers Office, Islamabad.

    15. Hyder Ali Dharejo (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner Inland Revenue (OPS) Regional Tax Office II, Karachi from the post of Chief Commissioner, Regional Tax Office, Sukkur.

    16. Afaque Ahmed Qureshi (Inland Revenue Service/BS-20) has been transferred and posted as Member, (OPS) (IR-Policy) Federal Board of Revenue (Hq), Islamabad from the post of Chief Commissioner, (OPS) Regional Tax Office, Abbottabad.

    17. Sajid Nazir Malik (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner Inland Revenue (OPS) Regional Tax Office, Abbottabad from the post of Commissioner-IR, Commissioner Inland revenue (Appeals-IV), Karachi.

    18. Dr. Muhammad Sarmad Qureshi (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner Inland Revenue (OPS) Regional Tax Office, Bahawalpur from the post of Commissioner, (Legal) Large Taxpayers Office, Lahore.

    19. Ms. Tehmina Aamer (Inland Revenue Service/BS-20) has been transferred and posted as Director General, (OPS) Directorate General of Broadening of Tax Base, Islamabad. (The officer shall also hold additional charge of the post of Chief (FATE), FBR (Hq), as per Rules. The officer has been transferred from the post of Chief, (FATE Wing) Federal Board of Revenue (Hq), Islamabad.

    20. Qasim Raza Khan (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner Inland Revenue (OPS) Corporate Tax Office, Islamabad from the post of Chief, (Legal-III) Federal Board of Revenue (Hq), Islamabad.

    21 Mr. Shahid Mehmood Sheikh (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner Inland Revenue (OPS) Regional Tax Office, Quetta from the post of Regional Tax Office II, Karachi.

    22. Mohammad Farooq Azam Memon (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner Inland Revenue (OPS) Regional Tax Office, Sukkur from the post of Commissioner, Commissioner Inland Revenue (Appeals-II), Karachi.

    23. Nasir Iqbal (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner InlandRevenue (OPS) Regional TaxOffice, Lahore has been transferred and posted as Commissioner, (Enforcement) Large Taxpayers Office, Islamabad.

    24. Khurshid Ahmad Khan Marwat (Inland Revenue Service/BS-20) has been transferred and posted as Chief Commissioner Inland Revenue (OPS) Regional Tax Office, Peshawar from the post of Chief, (Admin Pool) Federal Board of Revenue (Hq), Islamabad.

    The FBR said that the officers, who are drawing a performance allowance prior to issuance of the notification, shall continue to draw this allowance on the new place of posting.

    FBR issues cadre strength of IRS, Pakistan Customs

    ISLAMABAD: The Federal Board of Revenue (FBR) has updated the cadre strength of Inland Revenue Service (IRS) and Pakistan Customs Service (PCS) after creation of 41 additional posts by the finance division.

    According to the updated cadre strength, the FBR has seven BS-22 officers; five in IRS and remaining two in the PCS.

    In BS-21, the FBR said, there are 52 officers of IRS are serving and 26 in the PCS.

    The FBR said that it has 254 officers in BS-20, which included 180 in the IRS and 74 others in the PCS.

    Around 261 officers of IRS and 145 officers of PCS are in the BS-19. Likewise, 389 IRS officers and 162 officers of PCS are serving in BS-18.

    The FBR has strength of 388 officers of IRS and 113 officers of PCS in BS-17.

    The IRS has 1275 officers in BS-17 to BS-22. Meanwhile, the PCS has 522 officers in BS-17 to BS-22.

    FBR issues guidelines for recruitment in BS-01 to BS-05

    ISLAMABAD: Federal Board of Revenue (FBR) on Wednesday issued guidelines for recruitment against vacant posts (BS-1 to BS-5) in the Inland Revenue Department.

    The FBR advertised the vacant posts in BS-01 to BS-05 on May 09, 2021.

    The authorities had advised the candidates to submit their applications directly to the concerned IR field offices by May 25, 2021.

    The recruitment process has to be finalized by the field formations by July 28, 2021, as per instructions of the Establishment Division.

    In order to ensure transparency and merit based selection/recruitment, following guidelines have been prepared in the light of relevant rules and latest instructions of the government, to have uniformity in the recruitment process, which are for guidance and compliance of field formations.

    These guidelines are of supplemental nature, do not over-ride the relevant rules/regulations and instructions of the Government on the subject:

    The advertisement for recruitment shall be affixed on the Notice Board of each field office.

    The recruitment process must be transparent, merit based and must be strictly completed

    in accordance with the relevant rules/procedures/instructions issued from time to time.

    The concerned field formations will conduct requisite test for the posts where warranted under the service rules. No testing agency can be engaged for the recruitment process in the light of latest instruction of the Federal Government conveyed vide Establishment  Division 0.M No. 53/1/2008-SP dated 06.05.2020. It may be noted that the Federal Government has withdrawn its O.M. dated 29.07.2019  (Annex-II) regarding conducting balloting for the post in BPS 1-5 vide SRO 198(0/2020 dated 11.03.2020 (Annex-Ill), so there will be no balloting for recruitment against any  posts in any grade.

    The heads of field formation shall designate an officer of their formation to act as focal person to assist the relevant Departmental Selection Committees (DSCs) in the  selection/recruitment process against posts falling under their jurisdiction.

    The concerned field formation will prepare the lists/particulars of the qualified candidates with score awarded for the skill test and submit the lists to the concerned departmental Selection Committees (DSCs) specifically constituted in each field formation for the purpose of recruitment.

    After compilation of recommendations for selection and signing of minutes of the meetings, the Chairman of the DSCs shall forward the signed minutes to the respective Appointing Authority for approval. The selected candidates shall be issued offer of appointment by the concerned office on prescribed format.

    The appointment letters must be issued through Registered post to ensure timely delivery. Result shall be displayed on Notice Board of the respective office.

    The number of existing vacant posts in the respective field formation must be re-confirmed from Budget Book prior to issuance of offer of appointment.

    The respective Appointing authorities through their designated focal persons will be personally responsible for any lapse i.e recruitment made in excess of the actual number of vacant posts in the respective formation or any procedural lapse / irregularity and record will be saved / preserved for Audit and Accountability by the Focal Person.

    Domiciles of candidates shall be verified in the light of Establishment Division’s letter No. 5/7/2009/PPRAC-Vol.X11 dated 31.03.2021 and No. 5/1/2021-(R) dated 06.04.2021 (Annex-VII), (Annex-VIII)

    A list of finally selected candidates against the vacant posts may invariably be forwarded to the Board for information and record by each office upon completion of recruitment process.

    No candidate shall be appointed without verification of character / antecedent and Medical Fitness Certificate by Authorized Medical Board.

    These guidelines are being issued in supersession of earlier one issued on the subject on May, 2021

    The officers, already working in BS-19 on acting charge basis or on OPS basis as Additional Commissioner / Additional Director / Secretary FBR (HQ), Islamabad shall actualize promotion at their present place of posting.

    For actualization of promotion in

    BS-19 on regular basis of the remaining officers, separate orders shall be issued.
