    FBR official awarded ‘removal from service’ on undeclared money, assets

    ISLAMABAD: Federal Board of Revenue (FBR) on Friday imposed major penalty of ‘removal from service’ upon Maqbool Ahmed, a BS-16 officer of Inland Revenue Service (IRS) for concealing assets and money in mandatory declarations besides hiding foreign trips.

    The FBR initiated disciplinary proceedings against Maqbool Ahmad, Inland Revenue Officer (BS-16), Regional Tax Office, Faisalabad under Government Servants (Efficiency & Discipline) Rules, 1973 on account of “Inefficiency” and “Misconduct”.

    The Chief Commissioner-IR, Regional Tax Office, Faisalabad being Authorized Officer issued Show Charge Sheet/ Statement of Allegations vide letter No. 1626 dated 08.10.2020.

    The authorities identified against the official that he had not declared properties made through unknown sources. Further, the official had travelled many times to the US without ex-Pakistan leave. In addition the official failed to provide details of money spent on his foreign trips.

    Member (Admn/HR), Authority in the case, has imposed major penalty of “Removal from Service” upon Maqbool Ahmad, Inland Revenue Officer (BS-16) (under suspension) under Rule 4(1)(b)(iii) of Government Servants (Efficiency & Discipline), Rules, 1973.

    ISLAMABAD: Federal Board of Revenue (FBR) on Monday suspended a BS-18 officer of Inland Revenue Service (IRS) for four months with immediate effect.

    A notification said that the FBR while exercising powers conferred under Rule 5 of the Civil Servants (Efficiency & Discipline) Rules, 2020, placed Muhammad Jamshed Khan (IRS/BS-18), presently posted as deputy commissioner, Regional Tax Office, Rawalpindi under suspension for a period of 120 days with immediate effect until further orders.

    The FBR said that the officers already posted/working against BS-20 posts on OPS basis will actualize their promotions against their present places of posting. For actualization of promotion of officers at Sr. No. 4,7,9,12,21,22 and 23, the posts are personally upgraded vide Board’s Notification No. 0425-IR-I/2021 dated 26.02.2021 to enable them to assume charge of BS-20 posts on promotion.

    The officers at Sr. # 11 will actualize his promotion from the date he will return from deputation and join FBR within the specified time, in terms of Rule 5(5) of Civil Servants Promotion (BPS-18 to BPS-21) Rules, 2019.

    The officers if drawing special allowance prior to this notification shall continue to draw this allowance on their promotion.

    ISLAMABAD: Federal Board of Revenue (FBR) on Tuesday notified transfers and postings of senior officers of Inland Revenue Service (IRS) in BS-20 with immediate effect and until further orders.

    The FBR notified transfers and postings of following IRS officers:

    01. Ms. Shazia Memon (Inland Revenue Service/BS-20) has been transferred and posted as Chief, (Admin Pool) Federal Board of Revenue (Hq), Islamabad (stationed at Karachi) from the post of  Commissioner, (Zone-V /Withholding Tax) Regional Tax Office I, Karachi.

    02. Kazi Afzal (Inland Revenue Service/BS-20) has been transferred and posted as Commissioner Inland Revenue (Zone-III) Regional Tax Office I, Karachi from the post of Commissioner, (Legal) Medium Taxpayers office, Karachi.

    Chief Commissioners to appoint officials of BS-1 to BS-15 in field offices

    ISLAMABAD: Federal Board of Revenue (FBR) has authorized Chief Commissioners of Inland Revenue to appoint officials of BS-1 to BS-15 in field offices, sources said on Wednesday.

    According to the sources the FBR chairman has designated officers to exercise powers of appointing authority.

    The FBR chairman being the secretary, revenue division is authorized to appoint officials for the post in basic pay scales 17 to 19 or equivalent.

    Members FBR have been designated as appointing authority for the post of basic pay scales 16 or equivalent in FBR Headquarters and field offices.

    The sources said that the Chief Commissioners in BS-20/21, Director Generals BS20/21, chief collectors of Pakistan Customs BS-20/21 and Collectors of Pakistan Customs BS-20 have been authorized to appoint officials in BS-1 to 15 of field offices of the FBR.

    Further, Chief (HRM-IR) has been designated to appoint officials for the post in basic pay scales 8 to 15 or equivalent in FBR (HQ).

    Meanwhile, Chief (Admin & Finance) has been authorized to appoint officials for the post in basic pay scales 1 to 7 or equivalent in FBR (HQ).

    The sources said that the officers have been given the powers of authority under the Civil Servants (Efficiency & Discipline) Rules, 2020.

    Dr. Faiz Illahi Memon posted as Executive Director of State Life Insurance

    ISLAMABAD: Dr. Faiz Illahi Memon, a senior officer of Inland Revenue Service (IRS) has been posted as Executive Director of State Life Insurance Corporation of Pakistan on deputation basis for three years.

    A notification issued on Tuesday, the Federal Board of Revenue (FBR) said that Dr. Faiz Illahi Memon, BS-21 officer of IRS presently posted as Member (FATE) FBR, Islamabad has been placed at the disposal of State Life Insurance Corporation of Pakistan for posting as Executive Director, State Life Insurance Corporation of Pakistan, on deputation basis for a period of three years or till the date of his superannuation, whichever is earlier, on standard terms and conditions of deputation.

    Grant of performance allowance of the officer has been discontinued during his deputation period, the FBR added.

    According to another notification, Dr. Faiz Illahi Memon has relinquished the charge of the post of Member (FATE) FBR Islamabad with effect from December 22, 2020.

    IRS officers to be deputed in NAB

    ISLAMABAD: Federal Board of Revenue (FBR) on Monday asked officers of Inland Revenue Service (IRS) of BS-19 to submit their CVs, who intend to post in National Accountability Bureau (NAB) on deputation basis.

    The FBR said that the NAB had urgently required services of BS-19 officers having sufficient experience in Information Technology for their posting in NAB against equivalent posts on deputation basis in NAB (Headquarters), Islamabad and its regional offices.

    The FBR directed the intended officers to provide their CVs by December 22, 2020.

    The NAB in its letter on December 10, 2020 requested the establishment division for provisions of panels of BS-19 officers for selection of suitable officers for their posting in NAB on deputation basis.

    The NAB – the apex anti-corruption organization of Pakistan – is striving hard for efficient performance of its functions so as to fulfil its vision of making the country free from corruption and corrupt practices.

    In order to accomplish the task, which is also a national cause, the bureau urgently requires the services of BS-19 officers, having sufficient experience in information technology for their posting in NAB against equivalent posts, on deputation basis in NAB (HQ), Islamabad and its regional offices.
