    Customs appraising officer awarded major penalty for inefficiency

    KARACHI: A customs appraising officers has been awarded major penalty and demoted to lower scale on the charges of inefficiency.

    According to the Federal Board of Revenue (FBR) on Friday, disciplinary proceedings were initiated against Syed Muhammad Fawad Ahmad, Appraising Officer Collectorate of Customs Exports (Port Muhammad Bin Qasim), Karachi through an order of inquiry dated August 02, 2022 on charge of inefficiency under Rules-3(a) of the Civil Servants (Efficiency & Discipline) Rules, 2020.

    Muhammad Haris Ansari, Additional Collector (PCS/BS-19), Collectorate of Customs Appraisement (PMBQ), Karachi was appointed as Inquiry Officer to scrutinize the conduct of accused officer.

    The Inquiry Officer submitted inquiry report on October 07, 2022 concluded that the charge of inefficiency stand established against the accused under Rule-3(a) of the Civil Servants (Efficiency & Discipline) Rules, 2020.

    Based on the findings and recommendations of the inquiry report, a Show Cause Notice dated October 18, 2022 was served upon the accused. The accused officer furnished his reply to Show Cause Notice, on October 29, 2022.

    The Member (Admn/HR)/ Authority provided an opportunity of personal hearing to the accused on November 29, 2022.

    Whereas, the Member (Admn/HR)/ Authority after having gone through the available record of the case, the Inquiry Report, reply of the Show Cause Notice, and verbal submissions made by accused during the course of personal hearing. However the Authority has not agreed with recommendations of inquiry officer and, therefore, decided to impose a major penalty of “Reduction to a lower post and pay scale from the substantive or regular post, for a period of one year” under Rule-4(3)(b) of the Civil Servants (E&D) Rules, 2020 upon Syed Muhammad Fawad Ahmad, Appraising officer, Collectorate of Customs Exports (PMBQ), Karachi.

    The Performance Allowance of the officer has also been stopped for one year from the date of award of the penalty as provided at Sr.No.7(iii) of FBR’s Circular No.1 of 2015 dated March 06, 2015 and he will have to appear afresh for restoration of the same.

    The officer will have a right to appeal against this Order to the Appellate Authority under Civil Servants (Appeals) Rules, 1977 within a period of 30 days from the date of communication of this Notification.

    Member Customs assures swift clearance of export consignments

    KARACHI: Mukarram Jah Ansari, Member Customs (Operations), Federal Board of Revenue (FBR) has assured the business community of swift clearance of export consignments, according to a statement issued on Friday.

    Chairman South Circle of the Towel Manufacturers Association (TMA) of Pakistan, Syed Usman Ali along with senior members of this Export Oriented Association conducted a fruitful meeting online with the Member Custom (Operation) Mukarram Jah Ansari.

    During the meeting TMA members emphasized the obstacle related to the port Qasim which they are facing to clear their goods to export in the international market. The prominent members of the Association highlighted that Only One Scanner is working at Port Qasim, due to this, shipments taking more time to complete scanning process, all available scanners should be streamline for working 24/7 for timely movement of exporter’s shipments.

    The Process of Export Receiving Information (ERI) is very slow, and needs to be swift. Night examination facilities of containers are not available; it should be available 24/7.

    Duty Drawback refunds are not being disbursed as per desired result, after the submission of case, System generated a message for the required documents while these documents were already submitted. Bankers are not updating data in PSW System according to its real time requirement, hence settlement of financial Statement does not reflect the amounts of Duty Drawback.

    Registration of SRO 957 is very cumbersome; it should be simplified for the exporters. Need nomination of focal Person from FBR to resolve day to day issues of the exporters.

    Member Custom Mukarram Jah Ansari listened to all the issues patiently and replied that our full support for the growth of the export sector and said all are trying our best to enhance the export of this beloved country.

    He further added that we are putting our best efforts to remove all the bottlenecks which are facing the export sector. The member also thanked the members of this Export Oriented Association and shared their positive remarks that the exporters are the real heroes because they are playing a vital role for the generating of employment in the country as well as earning valuable foreign exchange for the national exchequer.

    Pakistan customs seals over 1,600 illegal petrol pumps during FY22

    KARACHI: Pakistan Customs has sealed over 1,600 petrol pumps across the country in its drive against smuggled petroleum products.

    The Federal Board of Revenue (FBR) in its performance report for the fiscal year 2021/2022 stated that Customs authorities initiated country wide operations against illegal POL outlets during the fiscal year.

    FBR said that during the operation Customs sealed more than 1600 illegal outlets with criminal proceedings against owners. This initiative helped increase in legitimate imports of POL products.

    It said Pakistan Customs is the guardian of Pakistan borders against movement of contra band goods and is facilitator of bona fide trade.

    Customs provides a major source of revenue to the Government of Pakistan in the form of taxes levied on the goods traded across the borders. It also helps to protect the domestic industry, discourage consumptions of luxury goods and stimulate development in the under-developed areas.

    Following initiatives taken by the Customs Administration during the TY 2022:

    First Ever Counter Smuggling Policy Laid out which is an excellent example of interagency co-operation.

    Highest Ever Counter Smuggling Seizures made (FY 2021-22: Rs. 66 billion).

    Countrywide Operation against Illegal POL outlets (sealing of more than 1600 illegal outlets with criminal proceedings against owners), through which, legitimate imports of POL products saw sharp surge as compared to previous financial year.

    Opening Pakistan to Central Asian Republics through simplification of Transit Procedures and Automated Clearance. Pak-Uzbekistan Transit Agreement has been finalized and deliberations have been started.

    Ease of Doing Business Indicators improved by 28 percent from 136 to 108 in 2021, which is an “unprecedented improvement” resulting into efficient Cross Border Trade.

    Pakistan Single Window Act, 2021 enacted and its rules notified and expected to be roll-out in the coming months.

    WeBOC has now been implemented at all sea-ports, dry-ports and land border stations.

    Online Payments have been introduced for the traders wherein levy-able duty and taxes on import of goods are paid online through digital banking.

    Risk Management System is part of WeBOC clearance which is continuously upgraded from time to time.

    Automated Duty Drawback Payment System: In order to facilitate the exporters, the manual rebate approval system has been replaced with RMS based, fully automated / system-based processing of duty drawback payment without involving any human intervention. Under the automated system, the exports Good Declaration is termed as Rebate request.

    Administrative Measures like auctions, recoveries, valuations etc have resulted in generation of Rs. 25 billion in FY 2021-22.
