    Customs directed not to confiscate personal baggage

    LAHORE: Authorities of Pakistan Customs have been directed to facilitate passengers and not to confiscate personal gifts and food brought with the passengers.

    Head of Prime Minister’s Strategic Reforms Salman Sufi directed this while visiting Lahore Airport.

    Salman Sufi said new airport operation reforms will be announced soon to improve passenger facilities at airports.

    He said this during his visit to Lahore Airport to review the complaints of confiscation of personal belongings of passengers and the facilities provided to them.

    Salman Sufi directed the customs authorities to improve services through a systematic procedure from receipt of goods to inspection and not confiscate any personal gifts and food brought with the passengers.

    He also directed the Civil Aviation Authority to increase the number of porters and provide special rooms for the disabled passengers where they can rest in case of any flight delay.

    Salman Sufi said work has been started to run the Lahore airport in a new style so that best services could be provided to the passengers as per the vision of Prime Minister Shahbaz Sharif.

    Banned items: FBR deputes officers 24X7 to facilitate passengers

    ISLAMABAD: The Federal Board of Revenue (FBR) on Monday deputed senior Customs officers at all the international airports of the country to facilitate passengers related to imported items that are banned by the government.

    The FBR through an order nominated focal persons at all the airports of the country. It said that in wake of the issuance of SRO 598(I)/2022, and to facilitate the genuine passengers arriving at all the international airports of the country, a list of officers has been issued regarding facilitation and compliant redressal.

    The FBR directed that all the focal persons should ensure their availability over the respective telephone numbers round the clock.

    The government on May 19, 2022 imposed a complete ban on luxury and non-essential items in order to reduce import bill and to prevent rupee devaluation. In this regard, the ministry of commerce issued SRO 598(I)/2022 to impose the ban on imported items.

    The FBR on May 24, 2022 issued a press statement saying that Pakistan Customs has stepped up enforcement at all International Airports across Pakistan to prevent smuggling of items which have recently been banned by the Federal Government vide SRO No. 598(I)/2022, dated 19.05.2022 by amending Import Policy Order, 2022.

    This round-the-clock vigilance at International Terminals to prevent smuggling have already resulted in seizures of these items which were being brought in in the garb of bonafide passenger baggage.

    During scanning and checking at Jinnah International Airport (JIAP), Karachi on 23.05.2022, banned items such as food stuff, fruits, sanitary wares, used mobile phones, and branded shoes, in commercial quantities were recovered. The said items have been detained/seized under Section 168 of the Customs Act, 1969 for violation of SRO 598(I)/2022, dated 19.05.2022, (Import Policy Order, 2022) and Sections 16 and 139 of the Customs Act, 1969.

    While commending the efforts of Pakistan Customs, Chairman FBR has reiterated unflinching resolve of the FBR to further strengthen enforcement measures at all airports, seaports, and land border stations to ensure the prevention of smuggling of goods including newly banned items.

    However, Finance Minister and Chairman FBR have issued instructions not to bother bonafide passengers bringing in goods in noncommercial/small quantities for personal use and to facilitate such passengers at airports to the maximum extent possible as per legal provisions.

    FBR to install more scanners for customs clearance

    KARACHI: The Federal Board of Revenue (FBR) will add more scanners for digitization of customs clearance, said Wajid Ali, Chief Collector, MCC Appraisement (South) Karachi.

    Addressing at Federation of Pakistan Federation of Pakistan Chambers of Commerce and Industry (FPCCI) on Friday, he said that more container scanners will added on a regular basis and customs is moving towards best-practices in digitalization; however, accepted that more work needs to be done to facilitate the traders.

    Agreeing to the top demand of FPCCI, Wajid Ali promised that the online complaint mechanism will be launched at Federation House to address all the issues, concerns and complaints of the business community pertaining to customs.

    It will not only promote the liaison between the customs department and the business community; but, will also expedite the complaints resolution process.

    The Chief Collector informed the session that Input/Output Co-efficient Organization (IOCO) has determined the quotas for the erstwhile FATA and PATA region; hence, its misuse will be eliminated.

    He also committed that refunds will be swiftly processed to facilitate the traders. He added that National Single Window (NSW) will contain HS Codes in 12 digits.

    Wajid Ali has asked FPCCI to propose the inclusion of its representative into the classification committee and apprised that Alternative Dispute Resolution Committee (ADRC) will also be refreshed.

    He also welcomed the recommendations of appointing a focal person for FPCCI for the greater good of business community; more proactive 90-day advanced rulings and effective implementation of protections covered under SRO 598 to already issued Bill of Lading and Letter of Credit.

    Earlier, Irfan Iqbal Sheikh, President FPCCI, discussed the issues and anomalies endured by the business community with top customs officials in a detailed session at Federation House.

    He enlisted that lack of regulation of container terminals; misuse of erstwhile FATA and PATA exemptions; delay in refunds processing; unfair demurrages charges; insufficient investment into digitalization & container scanners; inadequate diversification in HS and PCT Codes; overlooking cascading principle on raw materials and irregular consultative process with the trading community’s stakeholders are the top impediments in the smooth functioning of the customs operations.

    Sheikh demanded formation of a regulatory authority for container terminals for a better working environment between traders and container terminals.

    He also expressed his profound concerns over misuse of erstwhile FATA and PATA exemptions as the phenomenon has disturbed the even-playing-field.

    Sheikh also expressed his dismay over paying technology upgradation and container scanner charges since the year 2005; but, no wide-scale upgradation has taken place as yet. He also called upon customs authorities to adopt 16-digit HS Codes to cater to the diverse imports.

    Engr. M. A. Jabbar, Vice President FPCCI, pointed out that tariff rationalization should be an ongoing process to adapt to the ever-changing trade & industry environment and proposed that member policy of FBR should keep consulting the stakeholders.

    Shabbir Hassan Mansha, VP FPCCI, demanded a focal person for FPCCI and also apprised the session that the business community faces delays in refunds as the pay orders are encashed without informing the traders; and, critical working capital is blocked due to the practice.

    Saqib Fayyaz Maggo, Convener Customs FPCCI, highlighted the lack of uniformity in the disposal of cases under Sections 81, 25A, 25D; on top of the excessive adjudication cases and ever-increasing demurrages charges.

    Customs foils bid to smuggle Qatari Riyals

    ISLAMABAD: Pakistan Customs has foiled a bid to smuggle Qatari Riyals worth $38,500 at Peshawar Airport, a statement said on Monday, May 16, 2022

    Pakistan Customs has seized Qatri Reyals worth $38,500 at Peshawar Airport. A passenger named Imran Khan, Passport No. 1570-65304-1 resident of Dir Upper was departing for Qatar via Qatar Airlines, on May 15, 2022 (Sunday) from Bacha Khan International Airport (BKIA), Peshawar.

    After giving him an opportunity to declare the currency at the Currency Declaration Desk established in the Departure Hall, his baggage was searched upon suspicion.

    It led to the recovery of 1,46,000 Qatari Riyals being illegally smuggled out of Pakistan. He was asked to justify legal custody of the currency. However, he failed to do so. Therefore, the currency has been withheld and the accused has been arrested by the Customs staff at BKIA for further legal proceedings under the law.

    Chairman FBR/Secretary Revenue Division, Asim Ahmad has commended the successful operation by the Customs team at BKIA and reiterated his unflinching resolve to fight the menace of currency smuggling across Pakistan.

    It is also pertinent to mention that Chairman FBR has already issued special instructions to Customs Field Formations for stepping up vigilance at airports and land border stations to frustrate any attempts made for currency smuggling.

    FBR lists mandatory documents for customs clearance

    KARACHI: The Federal Board of Revenue (FBR) on Monday issued a list of documents that is mandatory for filing goods declaration at Pakistan customs for consignment clearance.

    The FBR issued SRO 567(I)/2022 dated April 27, 2022 to amend the Customs Rules, 2001.

    The FBR said that it is mandatory for importer to upload following documents with every declaration in relation to each consignments, namely:

    (i) Master bill of lading and house bill of lading or master airway bill and house airway bill as the case may be;

    (ii) Commercial invoice;

    (iii) Letter of credit or bank contract;

    (iv) Packing list – container-wise in case of containerized cargo and package wise in case of miscellaneous goods consignments;

    (v) Previous chemical analysis and lab test report, if any;

    (vi) Mill test certificate issued by the manufacturer in case of p rime quality steel products;

    (vii) Certification as per requirement of Import Policy Order;

    (viii) Preferential Trade Agreement (PTA) or Free Trade Agreement (FTA) certificate of origin, if claimed; and

    (ix) Any other documents or requirements specified by the FBR from time to time.

    In addition to above, for shipments originating from UAE and China (excluding imports under PTA and FTA regime) certificate of origin shall be uploaded as:

    (i) For shipments of fabric (all types i.e. finished, unfinished and grey etc.) and artificial jewellery originating from UAE and China (excluding import under PTA and FTA regime) certificate of origin issued by the manufacturer; and

    (ii) For shipments originating from Iran and Afghanistan and arriving through land customs-station, the certificate of origin issued by the relevant Iranian government agency and by Afghan Chamber of Commerce and Industry respectively.

    The FBR said that the notification shall come into force on and from June 01, 2022.
