    ISLAMABAD: Pakistan Telecommunication Authority (PTA) has said that the recent flash floods in Balochistan have caused multiple optic fiber breaks impacting voice and data services in Lasbela, Kech, Panjgoor, Gwadar, Awaran, Ziarat, Mastung and adjoining areas.

    About 343 cell sites of three cellular mobile operators (Telenor, Ufone and Zong) and PTCL have been affected due to floods.

    Efforts are being made to resolve this unprecedented situation. PTA is working with the concerned operators for early restorations of affected communication channels.

    CMOs worry over power outages, 100% cash margin on imports

    KARACHI: Cellular Mobile Operators (CMOs) are worried over continuous power outages and imposition of 100 per cent cash margin on import of certain phone equipment.

    The CMOs in a letter to Pakistan Telecommunication Authority (PTA) highlighted certain issues that were hampering the quality of service (QoS).

    They said that CMOs as some of the leading corporate entities of the country and law abiding licensees of the authority have always strived to comply to all applicable License conditions, rules and regulations including provision of requisite level of quality, network and service availability.

    The CMOs highlighted some critical economy-wide factors which are directly impeding and are expected to further severely constrain the operators’ ability to meet the existing QoS obligations/performance KPIs as well as our Network Rollout Obligations under the new License conditions.

    They said the current electricity shortfall, which is increasing with every passing day, is causing unplanned and prolonged load shedding nationwide especially in rural areas. Despite having backup power available in the form of generators/batteries, cellular operators are still finding it almost impossible to cope with the quantum of these power outages that are beyond our dimensioned backup capacity.

    Moreover, the rapidly escalating fuel prices are not only placing extra constraints on provision of generators backup for our BTS sites, round the clock. This extra fuel consumption for back up purposes is also contributing to further demand for fuel rather than supporting the government objective of rationalizing fuel consumption across the board in these testing times. Considering the current situation, maintaining network availability and delivering QoS performance KPIs have become a massive challenge for the CMOs.

    In addition, recent increase in Letter of Credit (LC) cash margin on all telecom equipment imports from 10 per cent to 100 per cent by the State Bank of Pakistan (SBP) also applies to backup batteries.

    Hence the imposition of increased LC cash margin has not only severely dented our ability to rollout more sites in order to meet the licensed QoS requirements, it also drastically impedes addition of more backup capacity to counter these extended power outages.

    In view of the above highlighted critical issues, we have a very serious apprehension that our licensing QoS KPIs and Network Rollout targets will be further affected. We are taking this opportunity to timely inform PTA and trust that the Authority will take into account the circumstances beyond our control while evaluating the license compliance and enforcement matters.

    They further highlighted the most recent fiscal and political developments have further impacted the already deteriorating health of capital-intensive telecom sector in Pakistan; and in the absence of immediate reversal of adverse directive(s) and elimination of electricity load shedding, the telecom operators would unfortunately be constrained to notify Force Majeure situation under special circumstances, outside the control of the major Telecom service providers of Pakistan.

    The CMOs requested to indulge the Authority with the relevant quarters for favorable decisions in order to enable the telecom industry to keep providing essential telecoms service to the masses.

    FBR, PTA introduce temporary registration of cell phones

    ISLAMABAD: Federal Board of Revenue (FBR) and Pakistan Telecommunication Authority (PTA) have jointly introduced a temporary registration of cell phones to facilitate overseas Pakistanis.

    To address the repeated concerns raised by Overseas Pakistanis (including those working abroad or Pakistani students studying overseas) and foreign nationals visiting Pakistan on short term visits regarding blocking of their mobile devices via DIRBS, FBR and PTA have jointly developed a new system for their temporary registration in collaboration with Federal Investigation Agency (FIA) and Mobile Phone Operators, a statement said on Tuesday.

    This module has been introduced for those overseas Pakistanis and foreign nationals who do not intend to keep their mobile device in Pakistan and will be applicable for only one (1) mobile handset device.

    To avail this facility, the applicant shall provide his/her credentials including passport No., date of arrival and intended date of departure, mobile SIM issued in his/her name, and IMEI(s) of the device.

    The new system shall carry out real time validation from FIA IBMS to verify the date of arrival of the applicant. On lapse of 120 days of the stay of the applicant, the IMEI(s) utilized under this facilitation shall be suspended and swill not be utilized on local network services. In case, same applicant visits Pakistan again, he/she will be required to re-apply for this temporary facilitation, by re-entering the credentials which were used for the 1st or previous registration under this scheme.

    This system will not only facilitate overseas Pakistanis and foreign nationals coming to Pakistan on short term basis but will also create a positive image of the country. Likewise, the checks introduced under this system will ensure that only the genuine overseas Pakistani/foreign national avails the said facility.

    It is pertinent to mention that FBR has already introduced a number of innovative digital interventions to ensure taxpayers facilitation and ease of doing business through technology. In the recent past, the country’s premier revenue collection organisation has collaborated with FIA and NADRA in developing an automated facility for Currency Declaration at ports to fight the menace of money laundering and thereby rule out the possible flight of foreign currency from Pakistan.

    Therefore, the above initiative comes as yet another wonderful step taken by FBR to maximize taxpayers facilitation, in particular, the Overseas Pakistanis and Foreign Nationals visiting Pakistan for a short period of time.

    Ufone 4G ranked top voice and data network

    ISLAMABAD: Pakistan Telecommunication Authority (PTA) has declared Ufone 4G as No. 1 voice and data network in the country.

    The PTA declared ranked top Ufone 4G in its ‘Mobile Networks Benchmark Report for 2022’.

    PTA used Network Performance Score (NPS) methodology to ascertain service quality across the country. The integrated innovative methodology, standardized by European Telecommunications Standards Institute (ETSI) allows regulators to assess network performances through automated tests of simulated Voice, Data and SMS usage behaviors of end users.

    The report reaffirms the company’s strong focus on delivering the highest quality connectivity to its customers to enhance their user experience. Ufone 4G topped the nationwide benchmarking campaign, where the company’s Voice and Data services scored the highest aggregate total of 634 out of 800.

    The study was held across all federal and provincial capitals including four towns, along with four major motorways & highways to ascertain the quality of mobile networks. PTA survey teams made more than 15 thousand Voice calls and conducted 45 thousand Data tests across an area of approximately 4,522 kilometers in length at these locations.

    Ufone 4G achieved highest scores for its Voice and Data services, with a significantly higher margin against the industry benchmarks and other Cellular Mobile Operators (CMOs) in Pakistan. The Pakistani telecom company demonstrated the best call setup performance and the strongest data network across all cities and towns surveyed by the regulator.

    The steady improvement in the Ufone 4G’s network quality and coverage was witnessed following its acquisition of 4G spectrum and investment in enhancing and modernizing its network in line with its long-term commitment to improve the user experience of its customers.

    It is the second survey by PTA in a year. The regulator carries out telecom benchmarking campaigns from time to time to assess network quality and performance as well as to spur healthy competition in the industry, thereby encouraging delivery of quality service to telecom users.

    PTA’s latest ranking reaffirms Ufone 4G’s long term endeavor to transform the way customers experience telecom services.     Starlink not legal internet service provider: PTA

    ISLAMABAD: Pakistan Telecommunication Authority (PTA) on Wednesday said that Starlink is not a legit internet service provider in the country.

    The PTA in a press release informed the general public that satellite broadband provider Starlink had neither applied for nor obtained any license from PTA to operate and provide internet services in Pakistan.

    Therefore, general public is advised in their own interest that they must refrain for engaging in any pre-booking orders being placed on Starlink or any of its associated websites.

    The directions came in the wake of reports that Starlink, through its website, is asking intended subscribers to pay a deposit of $99 (refundable) as pre-order for equipment/services.

    PTA has already taken up the matter with Starlink to stop taking pre-order bookings from intended consumers with immediate effect as the Company has not been granted any license for provision of internet services in Pakistan.

    State Bank launches easy mobile phone account

    KARACHI: The State Bank of Pakistan (SBP) on Sunday said it is launching a new initiative of Asaan (easy) Mobile Account (AMA) on Monday, December 13, 2021.

    The central bank in a statement said that the initiative was developed under the National Financial Inclusion Strategy with the objective to bring further ease in remote account opening under branchless banking.

    This means that the customers would be able to open and operate their accounts in the comfort of their homes, without having to visit the branches, with any of the participating branchless banking providers.

    The solution has been developed through a collaboration of SBP, Pakistan Telecommunication Authority (PTA), National Database and Registration Authority (NADRA), 13 Branchless Banking (BB) Providers, all Cellular Mobile Operators (CMOs) and Virtual Remittance Gateway (VRG). ForAMA, the branchless banking providers and cellular mobile operators are collaborating to deliver an interoperable platform, allowing any Pakistani to open account with a bank.

    AMA will play a crucial role in reaching out to the low-income segments that do not have access to internet. Moreover, AMA will be a perfect conduit to onboard women customer segments as well.

    Pakistan lifts ban on TikTok

    ISLAMABAD: Pakistan has lifted the ban imposed on the services of TikTok, an online social platform, according to a statement issued on Friday.

    Pakistan Telecommunication Authority (PTA) said that it had restored the services of TikTok on the assurance of the platform to control immoral/indecent content.

    Subsequent to the imposition of the ban on July 20, 2021, the PTA remained in communications with the TikTok management.

    As a result of continuous engagement, senior management of the platform assured PTA of its commitment to take necessary measures to control unlawful content in accordance with local laws and societal norms.

    The company also assured that the users who are continuously involved in uploading unlawful content will be blocked from using the platform.

    Keeping in view the assurances, the authority has decided to lift the ban on TikTok forthwith.

    The PTA will continue to monitor the platform in order to ensure that unlawful content contrary to Pakistan’s law and societal values is not disseminated.
