    KCCI holds awareness seminar on Pakistan Single Window

    The Karachi Chamber of Commerce & Industry (KCCI) organized an awareness session on Pakistan Single Window (PSW).

    The seminar was aimed to raise technical awareness about the overall operations of this important facility and provide an opportunity to the participants of the session to better understand the system, highlight issues and get adequate response along with first-hand information from the relevant officers of Pakistan Customs.

    The session, which was steered by Chief Domain Officer/ Additional Collector Customs Naveed Abbas Memon and simultaneously conducted through online zoom facility, was attended by President KCCI Muhammad Idrees, Senior Vice President Abdul Rehman Naqi, Vice President Qazi Zahid Hussain, Chairman Customs & Valuations Subcommittee Muhammad Arif Lakhani, Former Senior Vice President Muhammad Ibrahim Kasumbi, Former Vice President Nasir Mehmood, KCCI Managing Committee and General Body Members in addition to immense participation of more than 250 people from all over the country including Sialkot, Lahore, Islamabad and Faisalabad who joined the meeting via zoom facility.

    Speaking on the occasion, Chief Domain Officer Naveed Abbas Memon stated that Pakistan Single Window portal has been designed to fully facilitate traders by reducing time, cost and complexity in cross border trade in addition to improving the quality of experience for all stakeholders with primary focus on ease of doing business. He said that it also supports other government departments in adopting an Integrated Risk Management (IRM) approach for efficient enforcement of trade related controls.

    Earlier, while welcoming the participants of awareness session, President KCCI Muhammad Idrees appreciated the PSW initiative introduced by the government which would certainly help in minimizing human interaction and reduce chances of harassment and corruption. However, he stressed that the need to promptly rectify numerous glitches in the system and simplify procedures in order to achieve the prime objective of PSW facility which was to ensure ease of doing business.

    He said that it was heartening to see that PSW promotes ease of doing business by maintaining collaboration with 74 different public sector entities involved in regulation of cross border trade of Pakistan and digitalizing the processes related to importers, exporters, customs house agents, freight forwarders, shipping companies and transporters etc. but there was a room for further improving the system so that it could be brought at par with international standards.

    He was of the view that fully functional and totally flawless operations of PSW would also enable Pakistan to achieve compliance with WTO’s Trade Facilitation Agreement besides helping Pakistan to unlock its potential in becoming a hub for trade.

    He mentioned that Karachi Chamber has the honor of being the first Chamber of the country to NADRA e-Sahulat at KCCI premises where members of the business and industrial community were being provided biometric verification facility required for registration in the PSW portal. “PSW or any other IT-enabled service to be introduced in future must be devised in such a manner that these facilitate business community rather than becoming a source for exploitation”, he stressed, adding that FBR must work in close coordination with KCCI to make PSW and other such future initiatives successful.

    While appreciating the support and cooperation extended by Pakistan Customs, particularly the seriousness being exhibited towards ensuring ease of doing business, President KCCI opined that the success of PSW initiative would not only prove beneficial for businesses but also for the economy.

    Many participants of the meeting expressed deep concerns over some non-functional tabs in PSW portal and also the delays in biometric verification for registration which was causing demurrage detention losses. In response, on the spot instructions were issued to resolve several glitches so that the business community could use this portal without any problem.

    FTO directs customs to clear pending auctions

    ISLAMABAD: The Federal Tax Ombudsman (FTO) has ordered the customs authorities to dispose of 8,522 pending auctions of goods and vehicles within two months.

    In pursuance of an own motion investigation, the FTO also directed the Member Customs to personally monitor the compliance of above directions and initiate disciplinary proceedings against the Collectors/Directors who fail to comply with the above directions.

    Reportedly, the own motion investigations were initiated by the Federal Tax Ombudsman on the reports regarding large quantity of confiscated or otherwise uncleared goods and vehicles laying un-disposed at Customs formations all over the country, involving stuck up revenue of billions of rupees.

    The Customs Laws, Rules, Customs General Orders (CGOs) and instructions provide for expeditious disposal and auctions of such goods and vehicles, however, the Customs authorities are not disposing these goods and vehicles having tampered and non-tampered chassis numbers as required under the law.

    The data pertaining to the un-disposed lots ripe for auction was collected for the analysis purposes by FTO which revealed that a total of 8522 lots are un-disposed and still pending in auction.

    The reason intimated by FBR, was that satisfactory bids have not been received against the reserve price fixed for these lots.

    So much so that at certain Customs Collectorates, the goods/vehicles have been offered for auction upto 40 times but still not disposed of. In addition to this alarming pendency in case of auctionable lots, other non-auctionable goods and cut & weld/tempered vehicles are also not being disposed of.

    The above has resulted into non realization of huge government revenue and piling up of un-disposed goods ripe for auction at various Customs Warehouses across the country. FTO has directed the FBR to do away with the huge pendency of auctionable goods/vehicles within 60 days.

    Furthermore, Member Customs (Operations) is to personally monitor the above activity and disciplinary action to be initiated under E&D rules 2020 against the Collectors/Directors who fails to comply this direction.

    FTO also ordered Customs field offices to ensure that Collectors/Directors get the reserve price of the lots revised after every three consecutive auctions, if found undisposed and incorporation of provision to this effect under the Rule 58(2A) of the Customs Rules.

    FTO also ordered Chief (F&C) Customs to circulate the lists of tempered/ cut & weld vehicles to all other departments on monthly basis for allotment under the Customs procedures along with the inclusion of registered Philanthropic Organizations of good standing, for allocation of these vehicles in pursuance of their philanthropic activities.

    ISLAMABAD: Federal Board of Revenue (FBR) on Tuesday notified transfers and postings of officers of Pakistan Customs Service (PCS) in BS-17 to BS-19 with immediate effect and till further orders.

    The FBR notified transfers and postings of the following officers:

    01. Dr. Noman Khan (PCS/BS-19) has been transferred and posted as additional director, directorate of post clearance audit (north), Islamabad from the post of additional collector, collector of customs (adjudication), Islamabad.

    02. Jehan Bahadar (PCS/BS/19) has been transferred and posted as additional collector, collectorate of customs (exports), Port Muhammad Bin Qasim, Karachi from the post of additional collector, collectorate of customs enforcement, Peshawar.

    PCS officers BS-18 directed to submit asset declaration

    ISLAMABAD: The Federal Board of Revenue (FBR) on Wednesday directed the officers of Pakistan Customs Service (PCS) in BS-18 to submit their declaration of assets for consideration in promotion to BS-19.

    The FBR in an official memo asked the PCS officers in BS-16 to complete their Performance Evaluation Reports (PERs) and Declaration of Assets. The scrutiny of personal record reveals that the majority of the officers have not yet submitted their PERs and Declaration of Assets for the period ending on June 30, 2021, the FBR added.

    The meeting of the Departmental Selection Board (DSB) for promotion of PCS from BS-18 to BS-19 is being planned by January 15, .2022 where cases of officer of PCS shall be considered for promotion by the Departmental Selection Board.

    All BS-18 officers of PCS in the promotion zone should submit PERs and Declaration of Assets up to 30.06.2021 to the Board latest by December 31, 2021 positively.

    Completion of PERs and submission of Declaration of Assets are the prerequisites for promotion to selection grades under Civil Servants Promotion (BS-18 to BS-21) Rules, 2019.

    The Board is trying hard to ensure that all eligible officers are considered for promotion in the forthcoming DSB meeting. However, your cooperation in timely completion of service record is equally essential.

    The FBR said that any officer who fails to furnish the above documents by the due date of December 31, 2021. will himself/herself be responsible for non-consideration/deferment/supersession.

    The Reporting/Countersigning Officers are also advised to immediately forward the PERs of the aforesaid officers to the Board (ERM Section) without any delay.
