FBR dismisses senior IR officer over NAB corruption findings

Islamabad, May 5, 2025 – The Federal Board of Revenue (FBR) has officially dismissed a senior Inland Revenue Service (IRS) officer following serious corruption charges substantiated in a comprehensive investigation by the National Accountability Bureau (NAB).

The officer, Dhani Bux, serving as Assistant Director (Audit) in BS-18 at the Directorate of Internal Audit–IR, Karachi, was removed from service under Rule 4(3)(e) of the Civil Servants (Efficiency and Discipline) Rules, 2020.

According to an official office order issued by the FBR, the disciplinary action stems from a series of complaints filed before NAB in 2012, which led to the arrest and suspension of Dhani Bux on December 16, 2014. While he was granted bail by the Sindh High Court on July 16, 2015, and subsequently reinstated, further legal developments intensified scrutiny on his financial conduct.

In a significant ruling on November 14, 2024, the Sindh High Court Bench at Sukkur barred Dhani Bux from holding any public office and ordered the recovery of all salaries and benefits paid to him since January 25, 2018. The court further instructed that all official orders or documents signed by him during the intervening period be submitted for review.

The situation worsened after NAB’s Sukkur office forwarded a copy of a 2017 accountability court judgment, revealing that Dhani Bux had amassed assets worth over Rs. 70.6 million—an amount grossly disproportionate to his known sources of income. These properties were allegedly acquired in his own name, as well as in the names of his brother and late father. NAB concluded that he had committed offenses under Section 9(a) of the National Accountability Ordinance (NAO) 1999.

Following these findings, the FBR served a show cause notice to Dhani Bux on January 2, 2025. In response, he cited an appeal pending before the Supreme Court and argued that disciplinary action should be deferred until a final decision was rendered. He also claimed to have uncovered massive revenue losses totaling Rs. 307 billion during his tenure, positioning himself as a whistleblower.

Despite being granted a personal hearing on April 9, 2025, Dhani Bux failed to present convincing evidence refuting NAB’s findings or overturning the conclusions of the trial and appellate courts. After reviewing all records and legal documentation, the FBR formally imposed the major penalty of dismissal from service, concluding the high-profile case.
