    Pakistan stops manual processing of visa applications

    ISLAMABAD: The government of Pakistan has decided to stop manual processing of visa cases from January 01, 2021, a statement said on Tuesday.

    Therefore, all visa applications are required to be processed through online visa portal only at the following web address: www.visa.nadra.gov.pk

    The High of Commission of Pakistan, London and Consulates General of Pakistan in Birmingham, Bradford, Glasgow and Manchester will not entertain any manual visa application from February 01, 2021, it added.

    FBR connects with NADRA system to identify potential taxpayers

    ISLAMABAD: Federal Board of Revenue (FBR) on Wednesday signed a Memorandum of Understanding (MoU) with National Database Regulatory Authority (NADRA) to verify persons’ identity directly.

    A statement issued by the FBR said that on the directives of the Prime Minister to facilitate taxpayers the MoU had been signed to directly verify CNIC and other relevant documents.

    A FBR spokesman said that the connectivity would facilitate taxpayers as this would automatically feed tax refund data into withholding statements and tax returns.

    Further, it will reduce timing to comply with relevant laws, the spokesman added.

    The FBR hoped that this connectivity would also help the tax authorities to connect with other organizations.

    The connectivity with NADRA will help the FBR to identify such individuals who are out of tax net and concealing their incomes and assets, the spokesman said.

    Group formed to remove irritants in FBR-NADRA data sharing

    ISLAMABAD: Adviser to the Prime Minister on Finance and Revenue Dr. Abdul Hafeez Shaikh on Thursday constituted a high powered group to remove difficulties in data sharing between Federal Board of Revenue (FBR) and National Database Registration Authority (NADRA).

    The adviser stressed on the need to establish a link between NADRA and FBR for data sharing and data analytics.

    He created a subgroup of members to point out and sort the difficulties that are hindering the progress on the data sharing issue between the two organizations.

    This subgroup consists of Hammad Azhar, Ishrat Hussain, Faiz Kamoka, Chairman FBR and Chairman NADRA; the subgroup will share its report with the chairman in a week.

    Adviser to the Prime Minister on Finance and Revenue Dr. Abdul Hafeez Shaikh chaired the second meeting of the FBR Policy Board here at the FBR Headquarters.

    Chairman FBR briefed the Adviser on the efforts the institute has been making to improve the abilities and expertise of its human resource and on the progress of the automation drive of FBR/Customs.

    Chairman FBR briefed the Adviser on measures taken and future course planned to improve skills and competence of its staff by providing different in-house and foreign trainings to improve managerial competence and adopt a culture of performance based incentives including promotions.

    He also briefed the Adviser on the work being done on the IRIS (software) side to consolidate various application platforms into one to improve efficiency and performance.

    The Chairman further informed that a technologically advanced sales tax registration verification mechanism is introduced whereby officers with tablets will be sent to capture real time information and pictures including GPS coordinates of businesses requiring verification.

    Details of data sharing arrangements agreed to by 12 other organizations with FBR were also discussed in the meeting. The Adviser took a special notice of the difficulties the traders are facing due to stoppage of containers at the Torkham Border.

    Member customs informed that necessary steps have been taken and the issue will be resolved within the coming weeks.

    Syed Javed shared his recommendations on PRAL and told that CEO PRAL has been appointed. The next meeting of the policy Board will be held by the end of this month and the ToRs of the policy Board will be presented for approval.

    Hammad Azhar and Abdullah Yousaf shall prepare the said ToRs.

    SBP allows banks to verify customers through NADRA Verisys for record keeping

    KARACHI: State Bank of Pakistan (SBP) has allowed banks to retain digital record of identity i.e. NADRA Verisys of customers for record keeping requirements.

    In a statement issued on Monday, the central bank said that the banks and Development Financial Institutions (DFIs) may use the NADRA [National Database Registration Authority] Verisys in place of obtaining certified photo copies of required NADRA identity documents and bio metric verifications wherever required as per SBP AML/CFT Regulations including for request of activation of dormant account by customers.

    “They should retain the NADRA Verisys for record keeping requirements (digitally or hard copy).”

    The directives have been issued under measures taken to mitigate COVID-19 pandemic.

    Keeping in view the ongoing impact of COVID-19 pandemic in the country, it has been decided to extend the validity of the measures from June 30, 2020 to December 31, 2020.

    In addition, it has been observed that customers including (overseas Pakistani /walk in/ occasional) are experiencing problems with regard to operation in their bank accounts, ensuring execution of financial transactions by them and getting financial services from banks/DFI.

    The following revisions are being made in the existing AML/CFT requirements to facilitate such customers:

    Banks/DFIs may use the NADRA Verisys in place of obtaining certified photo copies of required NADRA identity documents and bio metric verifications wherever required as per SBP AML/CFT Regulations including for request of activation of dormant account by customers. They should retain the NADRA Verisys for record keeping requirements (digitally or hard copy).

    Banks/DFIs to update records of their customers with regard to their postal address or email address or register mobile number or land line number. They may use either of these medium for ensuring efficient and reliable communications with their customers including where ever customer request/instruction is desired as per requirement of AML/CFT regulation including for activation of dormant accounts.

    Further, the requirement of originator’s and beneficiary’s address in wire transfer vide Regulation-3, para (3c & 3e) of AML / CFT Regulations for Banks/ DFIs has been amended as below.
