Karachi – The Sindh government has introduced a groundbreaking digital system for property transactions, aiming to modernize land records and streamline real estate dealings across the province.
This initiative marks a significant step in enhancing efficiency, security, and transparency in property management.
Sindh Chief Minister Syed Murad Ali Shah, while presiding over a high-level meeting of the Board of Revenue, emphasized that the digital transformation of Sindh’s land records would eliminate bureaucratic hurdles and improve accessibility. He stated that this initiative is designed to ensure accurate documentation, secure transactions, and smooth property dealings across Sindh.
The meeting, held at CM House, was attended by Chief Secretary Asif Hyder Shah, Senior Member Board of Revenue (SMBR) Baqaullah Unar, Principal Secretary to CM Agha Wasif, Vice Chancellor of IBA Sukkur Asif Shaikh, Secretary IT Noor Ahmad Samo, Special Secretary General Administration Zaman Narejo, Director LARMS Saifullah Abro, and other key officials.
During the discussion, CM Murad Shah directed that the conventional 12-step land transfer process be reduced to a single-step digital system, ensuring seamless property transactions. He underscored that Sindh’s digital land record system would establish a modern governance model, reducing corruption, accelerating transactions, and securing rightful ownership of property.
Chief Secretary Asif Hyder Shah briefed the CM on the initiative, explaining that manual property records are being authenticated and rewritten to create a comprehensive digital land register. Blockchain technology is being integrated to ensure tamper-proof record-keeping. Additionally, a web-based e-transfer system will enable property transactions without requiring in-person visits to government offices.
The Sindh government is also linking property records with Computerized National Identity Cards (CNICs) to enhance ownership verification and prevent fraudulent claims. The initiative includes detailed mapping of all land categories, ensuring that designated properties such as forests, village commons, and graveyards remain safeguarded against unauthorized transactions.
The implementation of blockchain-based property records will further ensure data integrity and security. The new system will introduce paperless, biometric-verified property transfers through Peoples Service Centres, eliminating the need for manual documentation.
To test the system’s effectiveness, the Sindh government has approved a pilot project in Deh Matiari and Palijani (District and Taluka Matiari) and Deh Bagerji (Taluka and District Sukkur). The project is being developed in collaboration with IBA Sukkur, which is overseeing the technical framework.
Chief Minister Murad Shah highlighted that with blockchain technology, biometric authentication, and digital property transfers, Sindh is moving towards an advanced land management system that ensures efficiency, security, and trust. The success of this initiative will pave the way for province-wide implementation, transforming real estate transactions in Sindh.
