    Customs officer awarded ‘major penalty’ for corruption

    ISLAMABAD: The Federal Board of Revenue (FBR) has imposed major penalty of ‘dismissal from service’ upon an officer of Pakistan Customs on the charges of corruption, misconduct and inefficiency.

    The FBR in an office order issued on Tuesday stated that disciplinary proceedings were initiated against Mansab Shah, Inspector (BS-16) posted in Collectorate of Customs (Enforcement), Lahore in September 2020 on account of ‘Inefficiency, Misconduct & Corruption’.

    Muteen Alam, Additional Collector (PCS/BS-19), Collectorate of Customs (Enforcement), Lahore was appointed as Inquiry Officer to conduct inquiry into the case on account of acts of omission and commission as detailed in the Charge Sheet / Statement of Allegations.

    The Inquiry Officer submitted the inquiry report, according to which the charges of “Inefficiency, Misconduct & Corruption” were established against the accused officer.

    Accordingly, the Collector, Collectorate of Customs (Enforcement), Lahore / Authorized Officer served Show Cause Notice dated February 15, 2021 upon the accused.

    Upon receipt of reply to the Show Cause Notice, the accused was granted personal hearings on February 24, 2021 and March 24, 2021 to show cause in his defence.

    The authorized officer, after considering the inquiry report, reply to Show Cause Notice and oral submissions made during the personal hearings, found the accused officer guilty of “Inefficiency, Misconduct & Corruption” and recommended to the Authority i.e. Member (Administration/Human Resource), FBR to impose major penalty of “Reduction to the lower post of Data Entry Operator” upon the accused officer as prescribed under Rule-4(1)(b)(iv) of the Government Servants (Efficiency & Discipline) Rules, 1973.

    The Member (Admn/HR)/Authority afforded an opportunity of personal hearing to the accused to defend the case in person on June 21, 2021. However, the accused failed to appear for hearing on the scheduled date and time and Final Show Cause Notice dated August 13, 2021 was served upon the accused by the Member (Admn/HR)/ Authority and he submitted written reply to the Show Cause Notice dated August 25, 2021.

    The Member (Admn/HR) / Authority after going through the facts and record of the case, and having considered all aspects of the case submitted before him, did not agree with the recommendations of the Authorized Officer/ Collector regarding imposition of major penalty of “Reduction to lower post of Data Entry Operator” upon the accused and acting in the capacity as Authority, in exercise of powers conferred under Rule 5(1)(iv) of Government Servants (E&D) Rules, 1973 has imposed major penalty of “Dismissal from Service” upon Mansab Shah, Inspector (BS-16), Collectorate of Customs Enforcement, Lahore under Rule-4(1)(b)(iv) of the Government Servants (Efficiency & Discipline) Rules, 1973.

    Customs officer awarded ‘dismissal from service’

    ISLAMABAD: An officer of Pakistan Customs has been awarded the major penalty of ‘dismissal from service’ on charges of inefficiency and misconduct.

    According to an official order issued by the Federal Board of Revenue (FBR) on Wednesday, disciplinary proceedings under the Government Servants (Efficiency & Discipline) Rules, 1973 were initiated against Ghulam Hussain Khoso, Inspector (BS-16) posted in Collectorate of Customs (Enforcement), Quetta through a charge sheet issued on June 20, 2020 on account of ‘Inefficiency’ and ‘Misconduct’ under Rule-3(a)&(b) of the Government Servants (E&D) Rules, 1973.

    Akbar Jan, the then Deputy Collector (PCS/BS-18), Model Customs Collectorate (Enforcement & Compliance), Quetta was appointed as Inquiry Officer to conduct inquiry into the case on account of acts of omission and commission as detailed in the Charge Sheet / Statement of Allegations.

    The inquiry officer submitted the report dated October 09, 2020. According to the report the charges of inefficiency and misconduct were established against the accused officer.

    Accordingly, the Collector, Collectorate of Customs (Enforcement), Quetta / Authorized Officer served Show Cause Notice dated November 26, 2020 upon the accused.

    Upon receipt of reply to the Show Cause Notice, the accused was granted personal hearings on December 14, 2020, December 22, 2020 and December 31, 2020 to show cause in his defence.

    The authorized officer, after considering the inquiry report, reply to Show Cause Notice and oral submissions made during the personal hearings, found the accused guilty of “Inefficiency” & “Misconduct” under Rule-3(a)&(b) of the Government Servants (Efficiency & Discipline) Rules, 1973 and recommended to the Authority i.e Member (Administration/Human Resource), FBR to impose major penalty of “Dismissal from Service” upon the accused officer as prescribed under Rule-4(1)(b)(iv) of the Government Servants (Efficiency & Discipline) Rules, 1973.

    ISLAMABAD: The intelligence and investigation (I&I) agency of Pakistan Customs has impounded a huge quantity of smuggled fabric while conducting a raid in a market located in Islamabad.

    The Federal Board of Revenue (FBR) in a statement on Sunday said that the Directorate of Intelligence and Investigation, Rawalpindi while building further on the incessant drive against smuggling, this morning on a credible information of smuggled fabric dumped in godowns located in a market at Golra Road Islamabad, after obtaining search warrants under section 162 of the Customs Act, 1969, conducted raid with assistance from Islamabad Police (PS Shams Colony).

    Huge quantity of alleged smuggled fabric worth millions has been recovered and taken into custody. During the operation unidentified assailants attacked official vehicle of Assistant Director and damaged it. The directorate initiated legal proceedings.

    This seizure is in line with the stated policy of the present government to curb illegal goods and thereby promote local industry. Ms. Kanwal Ali Additional Director, Naveed Bugvi Deputy Director and Rao Fahad Iqbal Assistant Director led the crackdown.

    It is pertinent to mention that Federal Board of Revenue is following a policy of zero tolerance against smuggling and thereby has increased vigilance and surveillance of cargo movement across the border.

    Finance Minister, Shaukat Tarin, has commended FBR for its successful anti-smuggling drive across Pakistan. Likewise, Chairman FBR/Secretary Revenue Division, Dr. Muhammad Ashfaq Ahmed has appreciated Member Customs (Ops) FBR, Syed Muhammad Tariq Huda, in ensuring zero tolerance against smuggling of all shades and grades.

    He further reiterated his unflinching resolve to fight the menace of smuggling across the country in order to maximize tax compliance.

    MCC Gwadar seizes huge quantity of methamphetamine

    ISLAMABAD: Model Customs Collectorate (MCC) Gwadar has seized huge quantity of methamphetamine in an operation against smugglers at Ormara, a statement said on Saturday.

    In continuation with FBR’s policy of crackdown against the menace of narcotics/drugs, Collectorate of Customs, Gwadar again in an intelligence based operation on 17.02.2022 seized 7.5 kg of high quality methamphetamine/ ICE after chasing the smugglers in the mountainous area of Basol, Ormara.

    The value of seizure is approximately Rs.222 Million. FIR has been lodged and further investigation is underway.

    It is also pertinent to mention that Collectorate of Customs, Gwadar seized 255 kg of Opium 3 days ago. The value of seizure was 80 Million.

    It is pertinent to mention that Federal Board of Revenue is following a policy of zero tolerance against smuggling and thereby has increased vigilance and surveillance of cargo movement across the border.

    The FBR said that the promotion will take effect from the date of their joining, subject to the condition that no disciplinary proceedings/enquiry is pending against them.

    They will be on probation for a period of one year, extendable for further period, not exceeding one year, provided that if no order is issued by the day following the termination of probationary period, the appointment shall deem to be held until further order.

    The officers already drawing Performance Allowance equal to 100 per cent of basic pay will continue to draw it on their promotion.
