Customs authorities revise valuation ruling for textile lining imports after decline in international market prices

The Federal Board of Revenue (FBR) has revised customs values for the import of textile lining and invisible coated lining fabric originating from China following changes in international market prices.

The revised values were issued by the Directorate General of Customs Valuation Karachi through a new valuation ruling covering key textile fabric imports.

According to the ruling, customs values for textile lining and invisible coated lining fabric were previously determined under Valuation Ruling No. 1730-2023 issued under Section 25A of the Customs Act, 1969.

The customs directorate said multiple representations were received from importers and stakeholders stating that international prices of the textile items had declined significantly in recent months.

Following the complaints, customs authorities initiated a fresh exercise to reassess the valuation of the imported goods.

The directorate issued meeting notices to stakeholders and conducted consultations to review concerns related to the existing customs values.

During the meetings, importers argued that transaction values reflected prevailing international market conditions and requested authorities to revise the customs valuation accordingly under Section 25 of the Customs Act, 1969.

Customs officials reviewed import data covering a 90-day period from February to April 2026 along with documentary evidence and product samples submitted by stakeholders.

According to the directorate, the analysis confirmed that customs values of the relevant textile products required revision in line with changing international price trends.

The ruling stated that the revised customs values were determined under subsection (6) of Section 25 of the Customs Act, 1969 after detailed examination of all available information and market data.

Authorities said the revised valuation framework was aimed at ensuring transparency, fairness and compliance with customs laws while aligning import assessments with prevailing market realities.

The updated customs values will apply to imports of textile lining and invisible coated lining fabric until amended or replaced through future valuation rulings.
