FBR Releases Guidelines for Tax Payment on Immovable Properties Under Section 7E

Karachi, September 4, 2023 – The Federal Board of Revenue (FBR) has issued comprehensive guidelines on the procedure for income tax payment under Section 7E of the Income Tax Ordinance, 2001.

These guidelines cover tax payments for immovable properties and apply to both registered and unregistered individuals.

For unregistered individuals, the FBR has outlined the following steps:

Visit the main login page, where users will find the “Tax on immovable property tax” link at the top middle.

Click on the provided link, which will redirect unregistered users to the Section 7E page.

A search bar will be available at the top, allowing users to enter the Payment Slip ID (PSID) or Cash Payment Slip (CPR) for search. After clicking “search,” the status of the PSID or CPR will be displayed.

Below the search bar, unregistered users must provide the owner’s particulars, including Registration Type, CNIC, Name, Email, Cell #, Tax Year, Residential Address, and Business Address.

Under the owner’s section, users must also enter the particulars of the Registering/Transferring Authority of the immovable property.

Users will be asked whether the property is constructed or not, with options for “YES” or “No.” If “YES” is selected, the system will prompt the user to enter the covered area. If “NO” is selected, the user will proceed to the next section, which is the Value of Property and Tax Computation.

Users must declare the cost of the property and its Fair Market Value, and the system will calculate the tax owed on the property.

For registered users, the FBR has provided the following steps:

Log in to the Integrated Risk Information System (IRIS) and create the tax return.

In the menu, go to the “Tax Chargeable/Payment” dropdown and select “Capital Assets” under Section 7E.

Complete the form by specifying the type of capital asset (e.g., Agriculture Property, Farmhouse, Residential, Commercial, Industrial, or other immovable assets).

Users can select exemptions if applicable and declare whether the property is constructed (“YES” or “NO”).

After providing all the necessary information, a row will be added to the main form.

Declare the value of the property and its Fair Market Value, and the system will calculate the tax due.

Click “Calculate,” and the calculation will be performed based on the provided values.

Press “Prepare PSID” to generate a Payment Slip ID. A dialog box will appear with payment information.

Fill in the required information and click “submit” to generate the PSID.

After tax payment, a barcode image will appear in the 7E computation section, requiring user authentication. Once authenticated, a printer image will appear, allowing the user to download the certificate.
