Karachi, February 13, 2024 – In a recent development, Pakistan Customs has issued a specific classification for children scooties, assigning them the Pakistan Customs Tariff (PCT) Code 9503.0010.

This decision comes after careful consideration, with the aim of aligning the classification with the recreational and toy-like nature of the product.

In Public Notice No. 03/2024, the Model Customs Collectorate of Appraisement (East), Karachi, stated that the decision to classify children scooties under PCT Code 9503.0010 is deemed appropriate. This classification is believed to better represent the characteristics and intended use of the product, closely aligning with items typically covered under HS Heading 9503.

The classification determination was prompted by a reference forwarded by the Collector of Customs Appraisement (Port Mohammad Bin Qasim), Karachi. The reference pertained to the correct classification of the product ‘children scooty’ imported by M/s. One Ten World from China.

As per the facts reported by the referring collectorate, M/s. One Ten World imported a consignment declared to contain ‘Baby Roller Skater Bar’ from China. The goods declaration (GD) filed electronically sought clearance of the declared item under PCT Heading 9506.9990, which is chargeable at a 5 percent customs duty rate. However, upon examination, it was determined that the product was, in fact, a ‘children scooty.’ The correct classification for this item falls under PCT Heading 9503.0010, attracting a 20 percent customs duty.

The department, considering the physical attributes of the goods – a two-wheeled children scooty with a non-adjustable steering column and small solid wheels – decided to classify it under PCT Heading 9503.0010. This decision ensures a more accurate and appropriate tariff application for the imported children scooties.

The clarification in the classification aims to provide clarity for importers, customs officials, and other stakeholders involved in the trade of children scooties. By assigning a specific PCT code, Pakistan Customs aims to streamline the clearance process, reduce misclassifications, and ensure that the appropriate customs duties are levied on these recreational and toy-like products.
