Customs Duties on Re-importing Pakistan-Made Goods

Karachi, December 30, 2023 – The Federal Board of Revenue (FBR) has said that customs duties are applicable to the re-importation of goods produced or manufactured in Pakistan, as outlined in the updated Customs Act, 1969, for the tax year 2024.

According to the revised Customs Act, if goods produced or manufactured in Pakistan are exported and subsequently re-imported, they are subject to customs duties along with all associated conditions and restrictions applicable to goods of similar kind and value not produced or manufactured domestically.

The Customs Act provides a provision for the admission of such re-imported goods under specific circumstances. If the goods have been re-imported within one year of their exportation, remain consigned to the original exporter, and have undergone no processing since exportation, the appropriate officer, not below the rank of Assistant Collector of Customs, may admit the goods under the following conditions:

(a) Rebate, Refund, or Drawback: If at the time of exportation, any rebate, refund, or drawback of customs duty, Federal Excise duty, or any other tax levied by the Federal or Provincial Government was allowed, customs duty equal to the amount of such rebate, refund, or drawback must be paid.

(b) Goods Exported in Bond: If the goods were exported in bond without payment of customs duty on imported materials or Federal Excise duty on indigenous materials used in manufacturing, customs duty equal to the aggregate amount of all such duties and taxes must be paid at the prevailing rates during importation.

(c) Other Cases: In cases not covered by (a) or (b), re-imported goods may be admitted without payment of duty.
