Islamabad, March 22, 2024 – The Federal Board of Revenue (FBR) unveiled a new procedure for the registration of mobile phones, aiming to streamline the process and ensure compliance with regulatory standards.
The move comes as part of the government’s efforts to curb the influx of unregistered devices and enhance transparency in the telecommunications sector.
The FBR’s latest initiative was announced through Customs General Order No. 1 of 2024, which introduces amendments to the existing procedure for the regularization of unregistered mobile devices with SIM/IMEI functionality. The amendments, outlined in the notification, seek to refine the registration process and align it with the guidelines set forth by the Pakistan Telecommunication Authority (PTA).
Under the revised procedure, commercial importers are required to adhere to the regulations specified by the PTA for obtaining a Certificate of Clearance (COC) for already type-approved devices. This entails submitting an application via the PTA’s online portal, DIRBS, and uploading all necessary documents for verification. Once the application is processed and approved by the PTA, it is forwarded to the FBR’s WeBOC system for further verification and approval.
To facilitate the registration process, commercial importers are instructed to follow a series of steps outlined by the PTA, including signing up for a commercial DIRBS account and providing the requisite credentials for activation. Additionally, applicants must ensure the accuracy of the information provided and upload the list of IMEI numbers in CSV format to expedite the verification process.
Addressing concerns regarding the registration procedure, the FBR emphasized the importance of compliance with regulatory standards and urged stakeholders to adhere to the prescribed guidelines. The introduction of the new procedure aims to enhance transparency, reduce the circulation of counterfeit or unauthorized devices, and promote lawful trade practices within the telecommunications industry.
