Latest active taxpayers list gets 3.45 million return filers

Latest active taxpayers list issued by the Federal Board of Revenue (FBR) has been populated with 3.45 million return filers.

On April 3, 2023, the FBR released an updated Active Taxpayers List (ATL) for the Tax Year 2022. The new list includes the names of 3.45 million taxpayers who filed their income tax returns by the due date or by April 02, 2023, with payment of surcharge.

The new ATL for tax year 2022, which was issued on March 01, 2023, contained the names of 3.21 million taxpayers. The FBR received 4.19 million taxpayers in the previous year’s ATL for the Tax Year 2021, which included returns filed until February 26, 2023.

Taxpayers, including salaried persons, business individuals, association of persons, and companies with a special year, have until September 30 to file their income tax return. However, companies with a normal accounting year must file their annual return by December 31.

The due date for Tax Year 2022 was repeatedly extended, and it was finally concluded on December 15, 2022. Therefore, those who filed their returns by December 15, 2022, are eligible for the ATL. Those who filed after the due date but paid the surcharge are also eligible.

According to FBR officials, taxpayers who failed to file an income tax return for Tax Year 2022 will not be able to benefit from reduced rates of withholding tax from March 01, 2023. The ATL is a central record of online Income Tax Return filers for the previous tax year, and it is published every financial year on March 01, remaining valid until the last day of February of the following financial year.

A person’s name will be included in the current ATL if they filed a Tax Return for the relevant Tax Year. For instance, a person must have filed a Tax return for Tax Year 2020 to be included in the ATL published on March 01, 2021, and a person must have filed a Tax Return for Tax Year 2021 to be included in the ATL published on March 01, 2022.

The Finance Act of 2018 introduced a restriction on including a person’s name in the ATL if they failed to file a Tax Return by the specified due date. However, the Finance Act of 2019 allows a person’s name to be included in the ATL, even if they filed a Tax Return after the due date specified by the Income Tax authorities.
